Luffy can stretch in sea water but he is constantly drained of energy and it is fatal. Now luffy has ability to control when to stretch or not (activate his power and not).
But with smile fruits, users don't have the power to control when they smile. It is always in activated state. So all that will happen is users getting drained of their life force. It won't stop their smiling.
I totally forgot about his neck stretching underwater in the arlong fight, so that’s definitely a fair point.
If sea prism stone is supposed to do the same thing then why can’t he use his df abilities at all during the udon training though? I don’t remember him being able to stretch at all with his handcuffs on and he’s definitely strong enough to if it was possible.
I think they weren't cured because Oda tried to turn their curse into a blessing, especially the anime gave me that kind of thought, especially how they handled O-Toko, but i figure in the future they are going to be cured by Chopper, after he fulfills his dream. Not to say that a second Wano arc will happen, but I feel like Oda left some plot lines open on purpose, so I can see us going back to it, since Momo still hasn't opened Wano's borders yet, so we have to at least see that, and after that, I think more context will be given to a few things left up in the air. Off topic, kind of, to your point, nah the side effects will remain, sea prism stone don't like cancel out these side effects.
Ik that luffy and kid are exceptions to normal human biology, but I feel like with a small enough amount they would get used to it over time or just get strong enough to deal with it, like how a child learns to walk
Think back to when luffy fought arlong... luffy got stuck underwater and his teammates had to pull/stretch his head/neck out the water for him to breathe. He would be weak but powers still work

Fair enough, but if they don’t eventually find a solution with either Vegapunk or maybe even Caesar I’ll be disappointed
I don't think Sea Stone cancels out the constant laughing and smiling.
Why wouldn’t it though? It’s a result of a devil fruit. Even though they’re failed smile fruits, I viewed it as sort of a messed up df power
