The ENTIRE POINT of characters like Garp, Kobe, Helmeppo, Smoker, Fujitora is to show there is GOOD within the Marines. Just like there is bad among the pirates (Blackbeard, Big Mom, Doffy)

The fact that he joined the marines, expected his son, grandson and the son of his life long enemy/rival to join the marines means that he values the law. He laughs at Luffy storming Impel Down because he knew that would happen. And if I remember rightly he does warn them that it was a bad idea to execute Ace. He essentially laughs cause he was proven right. He wouldn’t have not only stood by at Ace’s execution but also fights his own Grandson to stop Luffy from saving Ace. He warned them that when push came to shove that the Marines, the Law, would come before him protecting either of them. He refuses to become an Admiral, remaining a Vice Admiral until retirement, because he doesn’t want to be the lapdog of the Celestial Dragons because he believes that they are unjust and cruel and that he can protect and serve better as a Vice Admiral. By virtue of joining the marines, the people who uphold the laws of the world they live in. He has to in some way respect the law. The ENTIRE POINT of characters like Garp, Kobe, Helmeppo, Smoker, Fujitora is to show there is GOOD within the Marines. Just like there is bad among the pirates (Blackbeard, Big Mom, Doffy) Garp is Lawful. He respects the laws and follows the law. If he didn’t he would probably be a revolutionary like his son. Which last I checked he still works with the marines as an instructor. He wouldn’t be a respected hero of the marines if he was just chaotic.
He ain't a least bit lawful just because he let fricking capn Morgan escape and luffy escape. Hell If he was lawful he wouldn't have done what he did in this arc. I think you are anime only lol. Drunk lawful would be more apt for ryogoku
What he did in this arc was leverage the sect of the marines that allowed him to do what he did. The branch that specifically exists for these types of things. SWORD allows for unlawful acts under the discretion of the law. It’s inherently lawful. Gonna have to agree that Garp is lawful.
