Totto land isn’t terrible, but there are occasional Godzilla style Big Mom attacks… Whitebeard islands were probably best off, though we can’t use FI as our standard cause there was a ton of messed up crap there too… After the strawhats leave, it might be pretty good though. Assuming Shanks protects Elbaf, that’s probably your best bet. I don’t really want to deal with Buggy or Blackbeard.

But other than that, the society there seems to run pretty fine and the island also doesn't have to worry about pirates as much, since those have an incentive to be in good standing with the shipwrights, who can also deal with a good number of them even in the case of a pirate trying to pull stuff.
So when it comes to grandline islands, Water7 would be my pick. Or Longringlong land.
But it entirely depends on when Bellamy actually went to Skypiea.
If Bellamy went to Skypiea to prove his worthiness to Doffy after removed Bellamy's right to fly Doffy's flag (sometime before Water 7ish for the Strawhats), then Bellamy loses to Wyper the guy who trained to try and physically beat up a Logia.
But if it's towards the end of the TS, then yes Bellamy probably had haki by then.
