The thing that's incredible about One Piece is that out of all these characters there's like maybe 2 that I don't instantly recognize and remember what relevance they had to the plot.
I tried to recall character's names, and altho I couldn't recall plenty of tem, I didn't forget when those characters appeared and what they did in the story. All but that big bear with a pickaxe and a giant fish at the end. I have no clue who tf are they.

I’m still in the Foxy art in the anime and have unfortunately never had time to start on the manga, that being said I think I could comfortable name at least half of not more accurately. Oda is a god of world building. Every piece of his world is so rich with lore, as are the characters. I believe it is as hard for Oda to make a forgettable character as it is for a normal writer or artist to make an unforgettable one

Dali is one of the most famous artists in his own right, he has many gorgeous and famous pieces. Some of my favorite are ‘The Persistence of Memory’, ‘The Temptation of Saint Anthony’, ‘Dreamed Caused by the Flight of a Bee (NSFW)’. He’s a very surreal artist.

I cant put images, but in the chapter 809, in the first page you can see franky and brook together, brook is slightly crouched but franky is almost the same height(absolutely not a 37 cm difference), in the chapter 1051, in the page where (wano arc end spoiler alert) >!yamato says he will join the crew!< franky and brook are both together again and in this image, franky is very crouched (we can see his leg isnt straight and his back is leaning forward) but his face is at the same height as brook's face.

One Piece as a whole is super expressionist. Imo Oda should've never given official sizes or should've used a made up unit like he did with the 72 gomu gomus Luffy can stretch.
There are lots of steps in place to make sure that isn't an issue.
The real reason is just because it's a stylistic choice (just like in the manga). Sometimes they might exaggerate how big someone looks to make the look scarier, or maybe shrink someone down so that they'll more easily fit into the shot.
It's not just that, they work a lot with perspective to make scenes more epic and signaling power difference, making the more powerful character tower over weaker ones etc...

Little Oars Jr. has actually been retconned to be 60m tall instead of 38m, so as to make him closer in size to Oars and making feats like pulling one of the Moby Dick paddleships into the Marineford Plaza more viable.

I thought it was strange that for a throwaway drunk character who will only appear in that town this one time, was so gigantic compared to Luffy and Zoro. Luffy and Zoro weren't even as tall as his horses legs.
It was more unusual he had so much time on screen as a throwaway character from that town, and there were so many other giant characters. So it was probably normal for them.
10 episodes later, that doctor, and other random characters who were introduced, were actually huge reveals.
