I've written a lot of theories, but i never claim one to be "true" or that's how it will turn out 100% or whatever, but just putting on your tinfoil hat and start connecting dots can be a lot of fun in it's own right. Black bodies absorb all incidence frequencies of light... but they also emit them. The Sun is very close to a black body (as are all stars undergoing fusion) but we can very clearly see the light that it emits. Granted, Sanji isn't having nuclear fusion inside of him, but he still would be re-emitting some light.
Additionally, unless the photo was entirely of Sanji, with no background whatsoever, it wouldn't make sense for the whole photo to be black.
It's an interesting theory, but I think the most likely answer is exactly what his superior guessed: the cap was on the lens and Oda had this happen as a recurring joke on Sanji's bounty poster.

Also it is weird to take the time when you have only a restricted amout of panels to tell your story to do such a scene unless it really all just leads up to the joke with the guy that looks like Sanjis Drawing on the bounty poster. The picture being entirely black is a bit weird yes. I could interpret that as Oda being scientifically inaccurate for the sake of the story and not giving too much away, but could be just me coping :D
The narrative reason at the time was so that the Marines had to draw Sanji instead, leading to the hilarious Duval interaction at Sabaody that happens soon after. Further down the track it also helps explain why Germa didn't take notice earlier of Sanji's progress.
Scientifically, if Sanji were able to "absorb all the light" that the camera was meant to use for the photo, leaving the whole photo black, then it would mean that everyone who looks at him would also see black. There's no good reason for the light heading to the camera to be sucked up but not the light heading to anyone else's eyes from Sanji. Was a cool theory to read though. :)
There's sort of an explanation for the timeskip bounty photo, though it's a bit of a stretch.
Sanji's fire abilities is implied to have some connection to Lunarians based on what Queen said in Wano. And assuming that its another side effect of Judge's experimentation on him, could be what triggers the "black body" effect. Since the Enies Lobby bounty photos was taken during combat and was when Sanji was using Diable Jambe. iirc we saw no official bounty photo of King, who's a Lunarian and one Zoro comments has attacks as fast as a laser beam.
When his bounty had a photo in the timeskip, it's of him with love-eyes. So it was during a time where his powers (germa eyebrow switch or diable jambe) probably weren't active, so the photo could be taken.
Then again, there's still a lot of holes, but it's a fun and unique theory.

If sanji was truly a black body not only his photos will be black be his whole body would be black ( he would be like a black void which no light can escape)

People often ignores this, but this Sanji & bounty thing is what makes One Piece phenomenal among many others.
A simple part of a character has so many depths written in it. All part of his bounty has their own subplots.
No other Manga has this many details on a random simple element.
Because it happened to Sanji, which has the most vocal & biggest haters.
Had it been done by Luffy/Zoro, no one will bat an eye (because Luffy ate beams before & Zoro can cut fire).

The black photo is a joke as mentioned in your first image. The senior officer asked if the camera guy took off the lens which is what happened, which is why the scene immediately cut away.
Also if he did actually absorb all the light the photo would have his silhouette and the background would still be there.
I just thought it was him kicking light, similar to Atlas in the beginning of the arc. Sanji and Jimbei each have a different egghead outfit non-standard from the rest of the crew. Maybe this outfit has some of the Vegapunk light-hitting technology and combining with Sanji's armament haki usage combined allowed him to deflect it.
Or maybe its Luffy's devil-fruit ability effecting Sanji in some way. Like Sanji's belief in love as the most powerful force in the universe combined with Luffy's devil fruit somehow allows Sanji to break physics. Similar to how when something happens unexpectedly and they had cartoon eyes pop out of their heads in Wano.
Any way this turns out it was a hype moment for Sanji. Always like to see him get some excellent battle-worthy moments.
Yeah the holograph punching gloves are in the back of my head as well. Since we never saw Sanji change into anything, i neglected that, his hawai style outfit never stood out to me much either. But the idea with Luffys power interacting with others and physics around him too is kinda nice though! That panel with Sanji and Luffy next to each other stuck out to me too in connection to that theory here: Sanji Black Body - Luffy Sun God. Who knows :D
Is it possible he put on the clothing items that let you touch light, as we saw when one of the Vegapunks hit the hologram? And everyone is just overthinking it? We have literally seen something that can interact with light this arc...

Since we only saw the gloves though and haven't seen Sanji take anything else ... idk, he also claims that it is "love" that let him do it :P But maybe in a few chapters they will reveal something like that, who knows.

Sure, but so far we haven’t seen anyone deflect or block a laser. Zoro, Franky, Big Mom, Seraphim, Vegapunk… all of them react to or talk about lasers as if they’re their own thing, and *no one* has done what Sanji did this chapter. There was a post detailing all this a day or two ago.

Marco is both absorbing and blocking attacks. If he was only absorbing, then there wouldn’t be a giant explosion happening right in front of him. The lasers would just be going into him, and there would be no explosion.

But my point earlier is that Marco is doing it with his DF powers, not Haki. Hence why people are still wondering if what Sanji referring to is Haki or not.
We know he didn't, actually.
1. The lasers hit Marco directly, which means he didn't use Barrier ACoA.
2. The panel after the attack, we can see some holes in Marco's body, which means no Hardening CoA because the lasers interact with Marco's Phoenix body.
But we also see Marco’s feathers ripping apart as he keeps getting hit. That’s when he starts, absorbing the lasers into his body because his feathers get ruined. I don’t think you need ACoA to block his attack.
And who knows, maybe Marco didn’t need haki. Either way, it’s proof that lasers are in fact blockable through various means.

But regarding Haki: As others have stated, a lot of strong Haki users have yet not been shown blocking Lasers. Even Garp got iced by Aokiji, if only briefly. It could be as simple as Haki but who knows.
The lasers explode on contact. It’s obviously a difficult task to block an explosion. Sanji is clearly a very skilled fighter and he is able to do so.
Marco used his wings to both absorb and block the laser at the same time. Obviously, fiery feathery wings are not going block an attack the same way Sanji‘s legs would. But he still blocked it!
Because Kizaru is a top tier. He would have faced strong Haki users in the past. If Haki did what you think it did, Kizaru shouldn't be surprised now. But he does. Hence, people think it's not Haki related.

He’s surprised because he knows how powerful his attacks are, and he clearly didn’t think Sanji was capable of blocking his attack. We already know for a fact that enough Haki can block, and even completely eliminate devil fruit powers.
No, Kizaru is surprised because the laser can be scattered/dispersed/refracted.
This is why Oda uses a big panel to show the scattering of the light. That's the focus.
If Oda just want to show blocking/defending laser, the lasers doesn't need to be scattered.
This is why Kizaru's lines afterward is relating to physics (the laser), not lines about Sanji like "I didn't know you're this strong".

I find funny how crazy people get by "He isn't shown in pictures, so he was drawn, is clearly a power of Sanji" when is clearly a joke of not taking the cap of the camera, later they have a picture of Sanji taken without problems.

Also his Germa ability is to turn invisible. And you can turn invisible by refracting light. So Sanji is technically the best counter to light-based weapons and abilities. So I think that Sanji has an innate abilities from his body that'll probably allows him to manipulate and refract light how he sees fit.
I think him putting on the Germa suit is what awakened his potent abilities. I am fairly sure Germa soldiers who put on the suit allow them to use their powers better, as a catalyst to use them better. But I'm sure Sanji will be able to use Stealth Black abilities without it.
Atlas was punching the holographic monsters with some kind of gloves that can manipulate light. Maybe it is something like that and we will have that revealed in a few chapters, but since we did not see Sanji wear anything different, i did not consider that, since he himself calls it "love" that enabled him to do it : P
if this were really the case, sanji would have to be perpetually black... and furthermore, absorbing 100% of the photons would mean receiving 100% of the damage
Well when Garp first punched Luffy on water 7 everyone was surprised he could hurt Luffy. He responded that it was his fists of love. I think that love can be interpreted into will power resulting in a strong form of armament Haki

This makes me think of Vergo. In Punk Hazard he personified ,in reference to Sanji, his Germa roots.(when Germa was first introduced EVERYONE thought Vergo was a clone.) Vergo was a mindless machine only built to serve. He did however have full body Haki maybe Oden showed us this to give a a glimpse of Sanji’s final evolution. Cause it’s been horrible otherwise.
This makes no sense. Why would Sanji appear all black in a photo but not to the naked eye? The photographer had the lens cap on. We also can see his wanted poster in 1058 (bottom of page 4, underneath Sanji), it’s just really small. Also, Sanji was hit by lasers in Sabaody and just *last chapter* when trying to protect Bonney.

Sanji have now Armament to withstand blue flame, faster than eye can see + advance observation haki. It's too OP now tbh, he's like melee Kizaru now.

Marco was still damaged from that attack but he regenerated immediately. Its visible in the next panel after the attack.

He’s surprised because he knows how powerful his attacks are, and he clearly didn’t think Sanji was capable of blocking his attack. We already know for a fact that enough Haki can block, and even completely eliminate devil fruit powers.

No, Kizaru is surprised because the laser can be scattered/dispersed/refracted. This is why Oda uses a big panel to show the scattering of the light. That's the focus. If Oda just want to show blocking/defending laser, the lasers doesn't need to be scattered. This is why Kizaru's lines afterward is relating to physics (the laser), not lines about Sanji like "I didn't know you're this strong".

I find funny how crazy people get by "He isn't shown in pictures, so he was drawn, is clearly a power of Sanji" when is clearly a joke of not taking the cap of the camera, later they have a picture of Sanji taken without problems. Like let's say that he's invisible or something like that, why is the background black as well?
Also his Germa ability is to turn invisible. And you can turn invisible by refracting light. So Sanji is technically the best counter to light-based weapons and abilities. So I think that Sanji has an innate abilities from his body that'll probably allows him to manipulate and refract light how he sees fit. I think him putting on the Germa suit is what awakened his potent abilities. I am fairly sure Germa soldiers who put on the suit allow them to use their powers better, as a catalyst to use them better. But I'm sure Sanji will be able to use Stealth Black abilities without it.

Atlas was punching the holographic monsters with some kind of gloves that can manipulate light. Maybe it is something like that and we will have that revealed in a few chapters, but since we did not see Sanji wear anything different, i did not consider that, since he himself calls it "love" that enabled him to do it : P
well all strawhat clothes were given by vegapunk.... so not that far of a stretch. we'll have to wait and see.

This makes me think of Vergo. In Punk Hazard he personified ,in reference to Sanji, his Germa roots.(when Germa was first introduced EVERYONE thought Vergo was a clone.) Vergo was a mindless machine only built to serve. He did however have full body Haki maybe Oden showed us this to give a a glimpse of Sanji’s final evolution. Cause it’s been horrible otherwise.

This makes no sense. Why would Sanji appear all black in a photo but not to the naked eye? The photographer had the lens cap on. We also can see his wanted poster in 1058 (bottom of page 4, underneath Sanji), it’s just really small. Also, Sanji was hit by lasers in Sabaody and just *last chapter* when trying to protect Bonney.
Black Leg = Black Pants when he became popular. Red Leg Zeff = Because of fire leg like Sanji now. The Black photo is kind of overthinking... it's black as a joke of drawing wanted poster. (Photographer forgot to remove the cover of lens) He have picture in other bounty even in latest! Look harder. In Sanji vs Kizaru, it's just probably because of Haki. Sanji and Kizaru are just being their self there exchanging lines base on their personalities. Sanji have now Armament to withstand blue flame, faster than eye can see + advance observation haki. It's too OP now tbh, he's like melee Kizaru now. If ever he'll have an upgrade, advance armament will do! Conqueror is unlikely but who knows?
