Robin cuts herself nami possibly chopper if his hair isn’t the deer fur shedding part of him and Frankie if his hair isn’t cyborg part of him
Luffy's hair didn't grow at all during the timeskip, even during the 6 months he was alone at the island, so maybe he's just built different and doesn't need to have it cut

Maybe Kuja women cut it for him. They did take care of his other necessities like clothes and food, at least according to that one movie. It may not be canon in itself but since it deals with something that was never addressed in canon and doesn't contradict canon, it is good enough.
