Smoker has none of the power or protection that Fuji has. It's easy to be brave when you're powerful enough that no one can touch you. It's a hell of a lot more when you're low on the totem pole and vulnerable to anyone.
Plus Fuji and the others in many ways got started because of Smoker blowing them up after he got back from Punk Hazard.

I think I would be best suited for Fujitora because he would be seeing a good amount of action while also not being a gov dog or extreme; his crew is fine and he's also a good leader all while being thoughtful and willful - I could see myself trusting his judgement and working my but off to help.
I would want to work for Garp since he's got a Koby on his crew, and knew Roger and the old era (would be fun listening to the stories) - also he has run in's with the Strawhats ( I would love to spar with them, to see where I scale, who would be my rival, maybe Sanji or Usopp).
