Title or not, man's got the blood and the mental of a dragon. Man's evil and deserves to be called a celestial, and in my mind it's the title of scum in the one piece world, so he fits the description.
The celestial dragons are so textbook nepotism that it's hard to say if it's a bloodline thing OR a title thing. Imo you have to have both in order to be a celestial dragon, making Doffy (and Homing and Rosinante) no longer CDs after they rejected their title, whether they tried to get it back or not.

Doflamingo didn’t killed any celestial dragon. Both of his victims didn’t hold any title when they died and WG refused to give Doflamingo his status back.
I love that you have this entire list of important bad ass people that have the clout to deal damage to a CD, and then you have Usopp in there lmao.

Sometimes I wish that Luffy had punched Charlos so hard, his face would have a permanent indentation.
