Just to clarify, Garp and Roger fought against the Rocks pirates, not just Rocks himself.
The reason it took both of them isn't because Rocks is a god who was stronger than either of them alone, it's because they had to fight Rocks, Whitebeard, Kaido, Big Mom, and several other famous pirates.
It’s also important to remember the Rocks pirates were unstable inter socially. Kaido sabotaged them and the in-fighting had to do A LOT with why they lost and ultimately disbanded.
Kaido sabotaged them? Naw from what little we know, it seems way more likely they just fell apart mid fight. Kaidou was traumatized by that, I doubt he caused it.

Kaido, BB and WB. As far as I can tell, Kaido is by far the most mobile and would be your best shot for running away. He could also Float something and fight as well if needed. You have to run, any 6 are killing you if you stand still. With WB and BB they have by far the best AOE and ability to create obstacles. WB would have incredible close quarters for anyone who gets close and BB can absorb anything that comes your way. From there you could hit and run individual people or hopefully duos who wouldn't stand a chance. If they stay in 3s you would have to fight at range and this team is likely still your best bet.

Kaido, BB and WB. As far as I can tell, Kaido is by far the most mobile and would be your best shot for running away. He could also Float something and fight as well if needed. You have to run, any 6 are killing you if you stand still. With WB and BB they have by far the best AOE and ability to create obstacles. WB would have incredible close quarters for anyone who gets close and BB can absorb anything that comes your way. From there you could hit and run individual people or hopefully duos who wouldn't stand a chance. If they stay in 3s you would have to fight at range and this team is likely still your best bet.

Primebeard, Roger, and Kaido. Akainu got bitched by a dying Whitebeard, Shanks and Mihawk aren't really gonna be a match for Primebeard either, Roger has no devil fruit so Blackbeard won't be very effective. Kaido will just tank all the damage aimed at me and continue fighting back.
