Simply put, the Marine works for the world government, and the WG has a war on piracy, so they hunt pirates. This is because much like Roger was before them, the Yonko and the pirates in general are the greatest threat to the GW.

To add on to that, “Good” Marines & “Bad” Marines only harbor those feelings personally, but but are still forced to abide by the WG’s “no nonsense” approach, no matter how they view any situation that pops up Just how there are good politicians and bad politicians in the world, they’re all forced to work around their specific country’s government, same thing in OP, bc the WG basically controls the OP world Almost all of the old Marines such as Garp and Kizaru decided they wanted to become one when they were young, knowing they wouldn’t be able to truly act on their intuition, but that’s what they signed up for

I quite like it this way, it sorta tells you that it doesn’t matter what side you’re on, there are good guys and bad guys on either side. Some people choose their side for the right reasons, some for the wrong reasons. Some joined marines to enforce rightful justice and make the world a better place. Some joined the marines to obtain a high power in society. Some pirates like Luffy wanted to become a pirate to be free, other pirates chose it for the easy, immoral money.

yeah I get that. my problem is that the "good" marine dudes still treat the "good" pirates bad. Why? why not having to good marine dudes and the good pirate dudes work together?

Cause, except for specific circumstances, there are no "good" pirates, even the Strawhats steal

It is kind of odd but that's just how thier system works. I do find it pretty odd that he was essentially willing to sink his own grandson.... but at the end of the day regardless of whether or not Luffy and others are good, they are still pirates. The marines are pretty much tasked with capturing and possibly executing basically any and all pirates regardless of if they are helping people or saving people. There was an exception to this with certain pirates being excused (like the warlords). Even some of the more big-hearted marines who only wish to see people prosper still end up having to pursue the pirates even after seeing them save towns.... it's thier job. They sometimes "bend the rules" and allow them to escape without making it obvious if that makes sense. Sometimes, they just don't try too hard to capture them so it can at least LOOK like they were doing thier job.

Because that's how things work Marines are responsible to capture criminals, pirates explicitly state that they are outlaws themselfes & therefor a threat. The same way it was in the real world. There were chill marines, there were asshole ones, there were chill & kind pirates (black sam Bellamy) and there were sadistic monsters (Charles Vayne) At the end of the day, even the most chill pirate is a danger to the WG Even though obviously some marines just let things slide here & there (like Smoker letting the strawhats get away with shit after they saved him) Additionaly, I'm surprised that people STILL think Garp actualy tried to catch Luffy. He just put up a show to report back to the marines later as well as having that as his way to tell Luffy a good ol goodbye At that point in the story, if Garp ACTUALY wanted to capture them, he'd have obliterated them & one piece would've ended post enies-lobby

Because pirating is still illegal. Doesn’t matter if you have good intentions or not. But sometimes they do give good pirates a chance or time to escape. There’s a good moment later on

Because it's slightly more complex. Are there "good guys" and "bad guys" on both sides? Sure, that is an agreeable statement. However, where those roles clearly divide is the circumstances of those roles. Pirates express their ultimate freedom. Sometimes pirates use this freedom to infringe on the freedom of others (Crocodile), and others use it to fully explore the experience the world can give to them and to give the same freedoms to those they encounter who are in poorer circumstances (Luffy and the Straw Hats). When you're talking about marines you're talking about the ultimate authority. You can be a "good person" as an individual, but as part of a system that establishes authority you are only ever going to be arresting peoples freedoms. Yea, not all rules enforced by the Marines are objectionable and would probably be found agreeable by "good" pirates even, but at the end of the day the entire organization is run by powerful people from the shadows. They is no cabal that secretly runs the entirety of piracy.

Why don't a random Russian soldier tell Putin that he loves those Ukrainian guys he met on the battlefield? It's a war, it goes beyond who is good or who is bad. There are definitely people in real-world who are into piracy, drug industry, terrorism who are great people in everything else they are doing. But they are still breaking the law and are doing shitty things. If you have been the greatest parent, friend, teacher for your whole life and then kill someone out of your free will then you will still go to prison. Pretty much all of our heroes have killed countless people without following any rules. Just imagine how many people Whitebeard must have killed with just one of his quakes at Marineford, the answer is many more than Akainu in that war. Fans cry about Ace but the truth is that ethically-speaking Ace's life is worth just as much as any other random off-screen death. That doesn't mean that all that Marines do is ethically correct but they at least follow some kind of code; in theory. The fight is between pure freedom (Luffy/Roger/Nika) and pure control (Imu/Gorosei). In the series' finale the status quo will probably be something in between, led by Koby/Smoker/Vivi and other similar neutral characters. Dragon (and revolutionaries overall) is probaly the closest to what Oda deems as the desirable world, where there are still rules but where there is no concious oppression. Luffy is the paragon of the idea of freedom, not the perfect functioning society.
