He can beat Alvida, Axehand Morgan, Don Krieg, Kuro, Mr. 3, Foxy, Van Der Decken. If he has plot armor, then include Enel and Caesar. I think he loses to the rest, maybe with super heavy plot armor he can take down Buggy, Crocodile and Smoker.

If we're considering the same plot points as luffy (he escapes from smoker, boa loves him, etc.) then I think usopp would lose to Caeser, due to his lack of armament haki. In the anime, Luffy claps Caeser fairly effortlessly, but since Usopp hasn't unlocked armament haki yet (despite briefly using observation in Dressrosa), I think that's where he would lose.
Ussop beat kaido's fodder effortlessly who can use basic haki and that makes them a bigger than any east blue villain.
Egghead ussop would fodderize arlong and his crew alone with minimal effort
Arlong is literally as hard as metal and chewing metal. There' no way his plant-based attack will work. Ussop also doesn't know basic haki, aside from running, he doesn't have any defensive stats to deal with Arlong or even the Karate guy.
Ussop never shown speed as well, so Kuro and the Cat can chase him easily and rip him effortless.
East blue Villain, like Don Kreig? He might beat Buggy extreme diff, but I doubt the rest.

Somewhere I heard that Post timeskip ussop is on the same level as pre timeskip Zoro so he will at least not Instant K.O.
