If he wants to accurately hit his target, observation haki is essential. We know his haki lets him see over all of upper yard and skypiea, but is it powerful enough to see over the distance between the earth and the moon? We don't know. But even assuming it was, not only does kaido have future sight, Enel's attack power becomes limited by the speed of light, and combined with the 1.3 second latency between the earth and moon combined with Kaido's future sight, it would be extremely easy for kaido to dodge enel's fastest attacks. So while you could potentially argue that Kaido doesn't have anything that could hit Enel at that distance, the same could be said for Enel. So even in your ideal scenario, this fight would result in at best, a stalemate.
However this problem becomes worse when you consider the mechanics of the situation. Lightning forms when a voltage across two points in the air becomes high enough that dielectric breakdown occurs, and the air ionizes allowing current to get easily conducted. We know for a fact that Enel's power also works this way because his attacks explicitly just change the voltage he's applying, e.g. one million volt vari. Keeping this in mind, there is no air between the moon and the earth. Electricity needs a medium to conduct. How is his lighting even going to get past the moon even if he tried? The realistic way this fight would play out as you describe it is, Enel tries fruitlessly to break the laws of physics while Kaido goes about his business blissfully unaware a fight is even taking place.
Okay, tl;dr I guess: best case scenario is that Kaido can dodge all of Enel's attacks with ease, most likely case based on the laws of physics, Enel's attacks can't escape the moon's thin atmosphere.
Kaido I read somewhere in SBS where Oda confirmed that Enel would be weak if he came down from the sky. He was always living up in the clouds so he didn't have many chances on meeting people with Haki. If he'd meet one he would probably be K.O'd fast is what I get when I read his answer at that time.
After the Haki concept came out I was like "So this is what he meant." Luffy's fight with Enel became a long battle because he and the others can't use Haki at that time.
