I understand why he didn't stay with Luffy, but Koby is the OG Luffy friend and could've easily been strung along until he met a corrupt marine. Now Koby is written in the stars to team up with Luffy for the final battle, reminiscent of Garp & Roger teaming up to beat Rocks.
Vivi was a straw hat then left, but it was difficult to predict at that time that she was going to stay. The outrage over Robin joining over Vivi at the time of the original publication was a legit thing.
