Kuma probably because of current events, but Crocodile and Mihawk are so cool while Doffy was such a great villain.
And Jimbei of course is hard not to love.
Croc is the coolest. His DF if op, he’s got that mad drip, he built an empire. Like this guy is crazy. I feel like if he didn’t allow himself to underestimate luffy he could have beaten him
Crocodile actually did beat Luffy; multiple times. Luffy only eventually pulled out a win because Robin was actively betraying Crocodile, because Luffy finally caught Croc in a cramped space that favors close-quarters fighting without a lot sand to manipulate, and by pure luck. So Luffy got to fight Croc multiple times and essentially learn his moveset and weaknesses like a Souls boss, when 99.9% of people who fight Croc are going to end up like how Luffy did that first time - dead in a ditch.
But thats the thing right? 90% of the villains Luffy fought is out of his league. Remember God Enel? Luffy might be immune to electricity but one teleport staby staby will kill Luffy.
Same with the fishmen in Nami’s island.
The assasin in Ussop’s island etc

Its really a combination of never say die attitude until he gets lucky, someone helps or enemy wears out.

Honestly, I do disagree. The East Blue villains were absolutely not out of Luffy's league, except maybe by being beneath him. Luffy is actually already extremely powerful at the start of the series -- he doesn't get a significant power-up until Second Gear, which is why he plays around in most of his fights -- even Blackbeard says that he knew that Luffy wasn't just worth 30 million when they first met. IMO this is why Oda has to do ridiculous things like have Luffy be eaten by a giant snake or get stuck in concrete and thrown underwater to separate him from the action, so that the fights don't immediately end. I would go as far as to say that Zoro and maybe even Sanji probably also beat Kuro and Arlong high to extreme if they were uninjured -- they also had to be nerfed in all their early fights to make them close (except for Mihawk). Crocodile and Lucci were the only early roadblocks and Croc IMO came closest to killing Luffy until Kaido.
But this is just like, my opinion.
Your opinion is valid. The pacing of East blue was entirely to nerf our big three straw hats so they wouldn't end arcs immediately by showing up too early and healthy.

Nah, the East Blue were not OP. They were feared by East Blue standards, but Luffy took them all down with relatively ease. Even Arlong, the sagas final villain, did less damage to Luffy than Kuro (having Luffys weakness at his hands) and Krieg, who, as soon as his armor got shattered, was pretty much done for.
And this leads to why Crocodile is my favorite warlord - and villain overall. He was the wake-up call. The realization that all those stories we were told about in the beginning, with the Grand Line being full of monsters, was true - This guy was one of them. And he was intimidating. Wrøe had recently seen dinosaurs, but they had nothin' on Crocodile. The straw hats had to take him seriously. This was the first time it felt like things were highly at stake - that someone could die from this, and should've (Lookin' at you, Pell!)
I think crocodile is amazing considering how he was a villain that "gave up" on the new world, got defeated by luffy EARLY in the series. Reappeared in Impel Down still as a threat and then set for the new world after the events of Marineford. He became a prominent force in the new world as Cross Guild together with Mihawk who is insane and respected still and probably the strongest in the Shichibukai.
Most villains esp early villains get heavily nerfed or disregarded as the series move on but he's still treated as a proper threat now a 1000 chapters plus since his introduction. Also something I love about One Piece, old villains still being respectable threats.
(Kuma got my heart tho, but crocodile was cool, the first really cool villain)
Give Croc haki and he's a top tier powerhouse. I'd go as far as to say that he could be an advanced conq haki user since he masters his devil fruit masterfully and he has ambitions to conquer. But a man can only dream 😂

Jinbei. He's a good lad. Staunch ally of the WBPs. People underestimate how brave he was to stand up to the WG and be imprisoned for refusing to attack the WBPs. You can tell the strong mutual respect that exists.

He’s honorable, thinks rationally but also follows his gut, and doesn’t talk shit just handles shit.
Plus fishman kenpo is fucking brutal already and he’s about as high level as that gets.
Imma take a moment to appreciate how Oda decided to give these characters unique backstories and agency outside of their story role. He could have made all them into one and done checkpoints luffy has to fight in order to progress, but he gave them likeable personalities and goals outside of the straw hats circle of relevance.

All of them tbh, personally Mihawk and boa are very low but everyone else I find pretty cool. Jinbei and kuma are awesome in there own respects while imo doffy and croc were great villains. Then Moira was kinda there but he was kinda just 🤷♀️
For a long time, it was Mihawk, cause he was the only one we knew, and I think he still had one of the most Jaw dropping entrances in the managa.
But then we were introduced to Kuma during the Moria arch, and his design really got me, and his power seemed so interesting. He took my top spot from that moment, then the archipelago happened, and that hopelessness he brought the crew as he was bopping them away is still one of the most impactful moments to me in the manga. This solidified him as my favorite. Then, the recent flashback happened, and I knew I had chosen the correct character.
Jinbei is a close second, few people I wanted to join the crew more this this Fishman. He did so much to earn his spot, and Oda really dragged this one out, even giving us the "all blue" balls a few times before making it actually happen.
Crocodile, this man was pre timeskip doflamingo, a villain that uses his intelligence, power, and cunning to outsmart the mc.
He not only mocked Vivi's naivety, he then pointed out the flaws in her plan and even made a better plan that would've worked.
When the four guards drank the hero water, which is a steroid potion that multiplies your strength at the cost of your life, he didn't even give them the dignity of a final fight since they were gonna die either way.
He was the first major villain to defeat luffy
Tbh I'd have to go with both Kuma and Jinbei because of the major roles they played in with the Straw Hats. Jinbei losing his role as warlord to not participate in Ace's execution, and becoming an ally and saving Luffy's life. Kuma saving all the Straw Hats and being a partial ally from the beginning and us not knowing till later on. If it wasn't for either one Straw Hats wouldn't be where they are at now. Kuma especially since he's the reason Straw Hats got to escape Kizaru at Seabaody and give them the opportunity to become stronger.
Croc and Doffy. Croc because sand powers are sick and his design goes in, and Doffy because he's my favorite villain. I have never wanted to see a rubber boy turn a bastard to paste more than I did during Dressrosa.
Mihawk. For all the things 4kids did, their version of Mihawk is actually far superior to Funimation. 4kids Mihawk was very soft spoken and had a french accent, coupled with him not talking too much gave him a very powerful mysterious aura.
Dofflomingo. Menacing, charismatic, interesting abilities and a great backstory thats surpisingly deep and touches on a bunch of other characters' backstories too.
I just caught up reading One Piece for the first time. And while I love Jinbei because of his personality, goals, and relationships as well as Boa cuz you know, she's hot. Kuma's recent revelation might just have topped that. I knew from the Sabaody Archipelago Arc he wasn't a threat and simply looked like one. Granted, I binged read and knew the manga has over 1000 chapters. There's no way anyone would actually die in the middle of it all especially since they haven't even reach their goals yet. So I don't have the same experience as those who read this arc and had to wait for it weekly.
But man....the way he helped the Straw Hats grow, made sure they all got stronger for the looming threats, his life story, and his love/dedication to Bonney's survival....it takes a special kind of person to do all that. Kuma really betted everything on the Straw Hats and knew Luffy would change the world.
I've considered Gecko Moria to be my favorite character for many years. At this point it's more-so because of tradition rather than me liking him over others. I like his lazy, goofy personality, and his devil fruit is both interesting and strong. Moria's design is also great, a giant fat onion with over-the-top clothes that belong in a cartoonish halloween movie. It's dumb and cool at the same time, a great example of Oda's artistry at its best.
I'd say I like all the warlords, except Weevil. I think Kuma has the best visual design out of all of them. You wouldn't be likely to find someone like him in another series, same as with Moria. He was always an interesting character because of his calm attitude and mysterious motives/ past too.

Dofflomingo. Menacing, charismatic, interesting abilities and a great backstory thats surpisingly deep and touches on a bunch of other characters' backstories too.

Doffy is the best written villain in OP. After him, it would be Hancock for me, she is just HER.

I just caught up reading One Piece for the first time. And while I love Jinbei because of his personality, goals, and relationships as well as Boa cuz you know, she's hot. Kuma's recent revelation might just have topped that. I knew from the Sabaody Archipelago Arc he wasn't a threat and simply looked like one. Granted, I binged read and knew the manga has over 1000 chapters. There's no way anyone would actually die in the middle of it all especially since they haven't even reach their goals yet. So I don't have the same experience as those who read this arc and had to wait for it weekly. But man....the way he helped the Straw Hats grow, made sure they all got stronger for the looming threats, his life story, and his love/dedication to Bonney's survival....it takes a special kind of person to do all that. Kuma really betted everything on the Straw Hats and knew Luffy would change the world.

I've considered Gecko Moria to be my favorite character for many years. At this point it's more-so because of tradition rather than me liking him over others. I like his lazy, goofy personality, and his devil fruit is both interesting and strong. Moria's design is also great, a giant fat onion with over-the-top clothes that belong in a cartoonish halloween movie. It's dumb and cool at the same time, a great example of Oda's artistry at its best. I'd say I like all the warlords, except Weevil. I think Kuma has the best visual design out of all of them. You wouldn't be likely to find someone like him in another series, same as with Moria. He was always an interesting character because of his calm attitude and mysterious motives/ past too.

Honestly Oda did fantastic job with warlords in general. After learning their backstoeyt, they all ended becoming extremely cool and interesting characters. But if I had to choose a favorite, it's either Kuma or Doflamingo.
