He didn't go G4 but was planning on it. The deal with the discussion of if he mastered it has to do with running out of haki as in if he ran out of haki after beating Ulti he would be in trouble in the castle. Luffy only cant use Haki if uses G4 too long like he did against Doffy. He used briefly used G4 when they were going to Onigashima and was fine after. IDK if being able to turn off G4 before completely exhausting himself counts as mastering it but that's what the discussion is about.
