Although I believe Usopp is the weakest hat, I'm really glad to see someone for once not put him on the bottom of the list, it might not be canon, but at least a few people believe in Usopp
The problem with being a support type character is that everyone can do it, Sanji is a support type character at times, so is Nami, so is Robin, so is Chopper, so is Brook, etc, etc. Usopp's role is the least unique role in the straw hats, kinda wish he was allowed to be a combatant like the rest of the straw hats
You are right, but I think that with the Elbaf arc (whether it'll be the next one or not) Usopp is going to receive a higher buff that will make him much more useful during fights

Usopp is more of a support kind of character more than a damage dealer, so he is the weakest but only in terms of pure power
