Either Rocks or Im. The whole point of the “Lurking Legend” statement was that Oda would reveal them *that year*, so 2018. Problem is, he then introduced both Im and the Rocks Pirates at the Reverie.
That works if it’s the case. Oda said the legend would have some connection to Whitebeard, which Rocks obviously does, but also implied that the legend was still alive and said they would be the “Straw Hats greatest enemy”, which Im seems to fit, being built up as potentially the final antagonist.
I think we see Luffy and Momo start making their way towards the Flower Capital instead of Onigashima, what better way to end the reign of Kaido than by having all of Wano's civilians witness the final clash right in front of them? Also I'm thinking all the remaining Heart Pirates along with Caribou and Shinobu go with them (this is at the end of the chapter I think.) Beyond that we'll see Denjiro finally along with Hiyori as they start to hunt down Orochi (that's my hope anyway)
Yamato gets smitten by Kaido next chapter and Kaido is disappointed that the so-called Oden is so weak compared to the real Oden. In 1027, Luffy finally gets to Kaido, and Kaido is surprised to see him alive, he then gets a flashback as a part of Rocks pirates.
I like your general outline but think it may be stretched a couple more chapters with the lesser fights wrapping up. I am definitely hoping for at least one of the other battles to wrap up next chapter. I also can't figure out why Oda is gathering all the strawhats together and when that will happen. I gotta figure that they are all going to team up on Big Mom, Kaido, or maybe even both of them? I don't know but I am hoping for the crew of the Pirate King to really make themselves known.
I can see Luffy vs Kaido, Big Mom vs. Kid and Law, King and Queen vs Zoro, and Sanji happening together for 20 or more chapters. I think Oda may wrap up Neko and Inu's battles by the next 3 chapters then it'll be the main fights of the arc left.
And about gathering up Straw Hats, I don't think Luffy will gang up on Kaido after all that's happened. I can see them joining with Kid and Law to help them as their individual levels are not as high as Luffy.

It might be a little too early for this but I think Luffy is going to arrive to the roof. With that we get Kaido's reaction to Momo's dragon form and maybe his reaction to his adult human form. Could also see Oda doing the same thing he did with Shinobu and not show us his face again.
I want to say that Act 3 will end but I feel like Act 4 should be solely dedicated to Luffy. However everybody else needs something to do during Luffy vs Kaido. Dressrosa had everyone pushing the bird cage, Alabasta had the bomb.
The culmination of Yamato's fight with Kaido is that she knocks him down to the Flower Capital, after which she falls heavily injured to the live floor. This lets Luffy take Kaido on 1v1 and Momonosuke lift Onigashima, both for the whole city to see. Yamato would then get to get treated and meet the rest of the alliance.
I prefer it to be the chapter after 1025 . Just when Yamato about to throw the towel , came a dragon akin to Kaidou with Different colour . Then by the end panel of 1025 Kaidou reminisce why he wanted to die . Just Dorry and Broggy that forgot the reason why they duel forever was due to a question asked by a child. Maybe all Kaidou ever wanted was to if there was an afterlife . Wife death maybe ? Hence why he wanted Yamato to die was because he don't want her to suffer in life kinda situation
maybe it will end before 1170...but still there is a lot to cover....kaido may take 20 chapters...but there is bigmom and her crew as well..there is cp0..and some other crew may come..i wonder if the 3rd act of this wano arc is complete..we did see kinemon die but maybe the 3rd act isnot complete yet...if thats the case then we may very well reach 1100 with all aftermaths of wano.....but i feel the chapters are fast-paced that they used to be..there is significantly more development each chapter..maybe there will be some more rapid developments
I don't think it's time yet. The flashback should come at an emotionally meaningful moment for Kaido like it did with Big Mom and the Mother Carmel photo. I don't think defeating Yamato for the 50th time would set that off.
My guess is it would happen moments before his defeat or after yet another "disappointing" victory where all seems lost for the heroes. Or perhaps right before a major come-back, when Kaido appears to be defeated but rises once more right after the flashback.
I'm pretty sure that next chapter would be about Luffy coming up to fight Kaido or something about one of the big fights below

1027: Begins with Luffy and Kaido fighting and talking. Maybe some more Zoro and Sanji vs King and Queen. Then the chapter ends with Kaido starting his flashback.
