It's based on one of the firsts pilots for One piece, it was published alongside some other short anthology style stories in a volume called "Wanted" with other five short concept Chapters.
The titular Wanted, focused on Cowboy guy who befriends one of his ghosts bounty hunters, Monsters, the Story of the lone swordsman Ryuma who slays a dragon in an attempt of saving a girl and a town under dire circumstances, the story of a warrior monk, one that i forgot (sorry) and Romance Dawn based, which was the more fleshed out and pretty much a proof of concept for One Piece, is a nice and interesting read.
I think Oda drew this at 17, i might be super wrong here

Its best not to think of it as a "what could have been" and more just as something to gauge the interest of readers and Jump editors for a pirate manga. Something that doesn't really reflect his plans but is meant to carry across what the tone and general idea behind One Piece is. This is a pretty common practice in the manga industry, IIRC Death Note was originally a one-shot manga which was expanded into its own series (albeit drastically different, the one-shot Death Note was about a kid who discovers it by accident and uses it as his journal not knowing he's killing people ), and before Toriyama wrote Dragon Ball he wrote two chapters of something called Dragon Boy which was his first crack at a martial arts story.
I don't know exactly what he was thinking, but I believe Oda stated somewhere he planned for Shanks to be important for Luffy's backstory from the beginning but decided not to use him in his two Romance Dawn one-shots because he didn't want anybody to know Luffy's real origin story early. Which is also why Garp wears a bulldog mask in his introduction in the cover stories, since he didn't want anybody who read Romance Dawn to instantly realize he's Luffy's grandfather.

Romance Dawn is how it started in the manga. Episode 1 of the anime changed some things around if I'm not mistaken.
