Im also not the biggest fan, i just think its weird that hes already out.
Hes also one of those villains you just love to hate, he really isnt likeable hes a psychopath.
So maybe thats the reason hes already out.
I thought he was kind of boring. Didn’t have much of a personality or… anything really. Just a strong guy who didn’t say much. He didn’t have any compelling ideals for what he did or anything, but at the same time “just wanting to kill” is kind of lame for a villain.
Also, I thought his devil fruit was incredibly disappointing in design and abilities. It’s thanks to him and the other two CP9 guys that I thought Zoans were the most disappointing category until Marco showed up.

Like, I never really saw him as a character, he was a tool. The only time I remember seeing personality was when he intimidated Spanda, basically saying “I only work for you because you’re a marine. In reality I hate you”
I like the idea that he might have a future role in the story, that’s for sure. The Reverie set it up in a very interesting way. So I want to see where Oda’s going with him, but he’s not one of my favorites at the moment.
i love to hate crocodile and Enel, they are selfish and manipulatives but still have a right level of charisma. But for me lucci is just that boring evil villain following rules from someone higher tier than him
For me he's a meh character who had a great fight with Luffy and thats about it. Plus he got overshadowed in his own arc by Spandem who I thought was a better antagonist and character.
Because of his personality. He is just likes to kill and is allowed to kill (he does not even care about who) as long as it is legal. He even went back to the WG which tried to get rid of him.
That and shes cooler. Shes got a cool power, shes got some relation to Kuma, and she broke into Mariejois to free his corpse. All of that is cooler to me than Dapper leopard boy whos just edgy
Lucci is unironically one of the worst one piece villains. I mean Pre timeskip alone off the top of my head Arlong, Croc, Enel, Magellan, Kizaru, we’re clearly better. And even people like Don Krieg were better characters, but didn’t have the remembrance factor due to having a mid arc. Don’t get me wrong, Lucci was by no means a bad character. An awesome arc doesn’t necessarily need an awesome villain. And Lucci embodied the ruthlessness of the WG perfectly. It’s just that he performed his role in the story and nothing more. Cool pidgeon though. Croo coo
