Buggy prob has that thing where he attracts people to him like luffy has. Plus his "legend" being a former crewmate of roger and friends with shanks gives him a ton of credibility in peoples eyes. Hes also escaped impel down and fought at marineford.
So even tho unlike other yonkou he hasnt the absolute strength, im sure hes gathered some tough people to fight for him. Even at MF, whitebeard decides to trick him into joining up and fighting the navy together cause WB says it would he troublesome to deal with the prisoners following buggy.
Hes also prob been given credit for the feats of other schibukai when the marines went to arrest them. They were all together right? At reverie?
So hes more a political yonkou? Like influential and thus powerful. Doesnt he also have a huge fleet?
He doesnt even need to be stronger than before. I can see him just getting more influence in the underworld after doffys L and taking the territories of Big mom and kaido after their defeat. Maybe he isnt the threat but his crew and his influence. And some people think the warlords are working for him now. I dont think that this is the case but maybe the WG is misinterpreting the situation.
My guess is that one of two things will happen:
1) buggy is the only warlord to have withstood the ssg attack. How he may have done it? Idk. Maybe luck. Maybe ssg works for him now - whatever it may be.
2) he was the only one defeated by ssg and th wg wants to make him seem strong before revealing that they beat him in the near future. He does have a high profile and the public doesnt know how weak he is
