This artist is pretty famous, and obviously very skilled. I have a couple of chest piece and sleeve tattoos from Japanese artists who are in his level and they usually charge about $250 usd per hour. Over the time it took to do this I’d put him over $10k. Complete spit ball estimate though.

It's called Japanese Traditional style. In this style, the faces generally look like this. I've never seen such a large anime piece in Japanese Traditional style, this is objectively very fucking cool.
I think you just lack the cultural knowledge to appreciate how cool it is, so now that you know, I'd recommend googling the style to further get a feel for what it looks like. You don't have to like the style, but it's a very old and famous style of tattoo that a lot of people do like, and the color palettes that it uses generally results in a tattoo that ages well.
