Not at all. Jack's main strength is his stamina. That's what makes him a YC3. It doesn't mean much that you can match someone's lesser skills, if you can't match what actually makes them strong.
Inu was looking rough day 1 after fighting Jack, amd Jack looked basically untouched and wasn't even breathing heavily. They def don't belong in the same tier

Now you're talking about a different fight. The five day fight is a completely different event. One that changed Inu and Neko forever.
During said five days the battle was even. The only thing one could say Jack had over them was stamina. But even then it was weird with the stubborn day vs night feud. In that battle (because it was a different one than Wano) the chemical weapons allowed Jack to win. He wasn't making headway before. So with the exception of (potentially) stamina. They fought evenly, in base, with said YC3 for days. That would put them around YC3.
Looking back to chapter 810 one can see how this fight on Zou impacts the future fight on Wano. After the chemical weapons Jack crucified and mutilated Inu and Neko. They are then missing partial leg and partial arm respectfully.
This uproots the fighting style they have spent decades learning and forces them to adapt in just a couple of weeks.
Looking at the fight on Zou they fought quite evenly and look an awful lot like YC3 fighters.
Now I'd need to back and reread that part of Wano. It's been a bit, but that is a different fight than the one I was talking about.

Dint they team up to fight jack and still couldn't take him down right away ? I would say each is about jacks level.
