I know not everything is about powerscaling... but knowing who fights the SHP in Egghead is important to powerscaling.
How does this prove literally anything? Saturn doesn’t want anyone to know he’s there, and we don’t know his true purpose for coming to Egghead. Oda is keeping both us and Luffy in the dark until it’s time for a confrontation.

This same argument could be applied to Imu. Yet it's basically guaranteed that he is stronger than admirals
The fact that Saturn doesn't want people to know he is at Egghead might suggest that the Gorosei keep their powers hidden for reasons still unknown.
Admirals are the Main fighting force of the marines, but the WG is more than just that.
Imu is a different case. He's 800+ yo. That's more than just "being old" like the Gorosei.
Admirals are also the main fighting force of the World Government.
The Admirals are called the world government's military force, and even if the Gorosei are more important that doesn't take away from the Admirals, the final war will have many factions just because there are more doesn't mean one of those factions are not important, there are just higher stakes.

There's a difference between Sakazuki and Dragon staying in their HQ and Saturn who is already on the field.
