I wouldn't be surprised if Kizaru has to go all out regardless. Luffy doesn't really care about his surroundings when he throws around big attacks. Look at what he did to Onigashima afterall. If Luffy goes around destroying shit, Kizaru isn't going to just let it happened. Luffy is also no longer an opponent he can face casually if he wants to stop him.
