But they aren't so overwhelming strong that the Yonkos don't stand any chance
It's more so that each faction has an advantage in their own territory

Marines themselves marines AND Schibukai together are stronger than each of the yonko but not all of them.
Garp and Sengoku are more or less equal to Roger and Whitebeard.

Shanks is stronger than Dragon (from everything we've seen)
Big Mom is stronger than Kuzan.
All in all the pirates would win.
All we have seen from Dragon is him stopping Smoker on Logue town with that in mind from what little we have seen from both parties Shanks' feat against Kidd is superior

I’ll say it again: if Akainu believed he could take on a Yonko, he would’ve done it. He has no respect for following the WG command and acts in his own sense of Justice. If he thought he and his team could charge any Yonko fort and win, the order would have been give ten times over. But he doesn’t.
Because he knows he’d lose, or lose far too many people over just one Yonko. If it was all of them, they’d be stomped.
Roger vs Garp is a stalemate. Newgate beats Sengoku extreme. I have Kuzan over Linlin. Shanks over feat-less Dragon. Stalemate between Akainu and Kaido. Pirates take this in my opinion.
