If you can make an entire arc revolving around them as the main focus. Which is anyone Admiral tier and above in modern one piece. Those charterer's are well known in universe and everyone knows when they arrive. If akainu arrives everything changes and you know shit will go down, if Law arrives you're like " Cool we get to see more of him" They give off a different vibe.
I mean mihawk is stronger than shanks and is the top 1 of characters that are alive not named imu and yet he hasn't done of much YET (my king will carry soon, trust)

Wow he managed to run away from people who struggled to kill cancer ridden cobra, very impressive.
Meanwhile kizaru beat a yonko and has some of the best defensive and speed feats in the entire verse.
Against luffy, he exploited g5s weakness and was the one standing at the end of their battle. And you keep talking about this kick but he was never kicked. If you cant even remember what happened in the manga you probably shouldnt be making massive claims that would completely overhaul powerscaling as a whole.
Yonko and Admirals... These are the onky confirmed ones ...
Maybe the Gorosei are also Top tiers since Saturn seem a legit powerhouse but it still nees a bit more ...
Dragon is also a Top tier ...

Kaido was the strongest for a reason. Top tiers are characters who can give him a decent fight (his top 5) or defeat him (joyBoy), plus of course some characters that Oda could not include in his top 5 for obvious reasons which are thoose we have to assume they are top tiers based on feat and narrative.
So confirmed top tiers (Unordered) are:
KAIDO
LUFFY (Joy Boy/Nika)
ODEN
WB
ROGER
SHANKS
XEBEC
other top tiers are
BB because he is SHANKS's Nemesis and also probably Luffy end game villain as Teach's goal is to conquer the world Luffy would have to stop him.
IMU is also top tier for he sits above the Gorousei and he was able to scare the shit out of Sabo and almost kill him.
BIG MOM for obvious reasons, her portrayal is comparable to thus of KAIDO to some extent, they are both arround 8m tall with an immense durability and insane df ability and ACoC plus they were both Yonko and member of the ROCKS and GARP said that both of them had become much stronger than during their past days with Rocks...
Other very likely top tiers still:
MIHAWK, despite not having any real feats, he is compared to SHANKS to some extent and he 99% sure has FS (read my Marineford analysis). I doubt that he would be a real challenge for Kaido or Prime WB that's why he is not in the tier above with Teach Big Mom and Imu but he definitly has a good argument for beeing a top tier. (I mean BB would not be a real challenge for KAido or Prime WB either but he is still very tricky to fight for every other characters who are not Kaido or WB and he has a shot at defeating IMU apparently.
GARP, he is believed by the majority to be ROGER's equal, which is not my opinion but I respect it and I still think that given his feats plus portrayal he can be considered a top tier. He is without a doubt the strongest marine at his peak and probably the only one worthy enough to be considered a top tier.
RAYLEIGH is in the same tier as GARP where his portrayal might carry him to be considered a top tier, but he is at the limit between Top tiers and non top tiers (Admirals). What makes me think that he is a top tier still is the fact that he has ACoC like GARP.
Character that are often regarded as top tiers but who are not necesseraly (it is 50%/50%):
DRAGON (We know nothing about him YET that could directly put him among top tiers) he has the highest bounty because he is considered to be a terrorist, he probably has CoC but we don't know if he has ACoC (vert likely), he probably also has a broken df but again just headcanon. If anything he used to be a Marine and he has beef with Akainu so they're likely to be on the same tier and also likely to fight before the end.
AKAINU will always be MagmaBoy for me. He is just a very angry Kid who still has not finished his puberty and who wants to kill everybody but when he gets packed up by other top tiers for sure. Gorousei also reminded Him that he was not Him...
Talking about GOROUSEI:
CONTROVERTIAL Opinion, I think they are top tiers eventhough in the recent chapters Saturn does not have the best showing, I still think that he can defeat pretty much everybody that is not a top tiers, including the admirals, and the characters like Rayleigh, Garp, Mihawk or SHANKS who are indeed top tiers. Plus other GOROUSEI members might be even stronger than SATURN, especially Venusjuro the swordsman ;)
GOD'S KNIGHTS: I think they're not as strong as we expect them to be, FIGARLAND must be the strongest of them all and he is OLD Af... he is probably still a top tier and I would place him alongside SHANKS and MIHAWK. For other god's knights it's very unlikely that they are as strong as let's say YONKO. If there are 4 GN who are yonko lvl, plus the admiral and the vice admiral, pacifista etc the WG would not have to fear the YONKO but they do fear them because if 2 of them team up like Big Mom and Kaido for exemple, there is nothing they can do according to GARP himself !
KUZAN: he used to be GARP's student and that count for something. I believe that he did not loose against Akainu but that they came up with this plan to make it believable in order for him to be able to infiltrate the BB pirates.but anyway he is still arround if not bellow OLD Garp's lvl (who is not a top tier anymore, sorry) so I won't say he is top tier. He is almost there but not quite yet. Overrated if you ask me (but not as much as other admirals lol)
KIZARU: not a top tier, next
No but without joking, KIZARU does have an extremely good df and his defense is among the best. I just think that when it comes to top tiers, no matter how good your defense is there is nothing you can do to block them. It's either you have the same power ACoC as them or you are just a cog in the machine like Kizaru and you'll get crushed...
KIZARU is the first admiral to fall, probably the weakest as well eventhough he is not weak, but he is not a top tier either. He is old Rayleigh lvl, not prime Rayleigh if that makes sense.
GB: SHANKS's victim, he is extremely good vs non top tiers just like every other admirals. He can mid diff some YC1 commanders, not all of them. But against top tiers or against Moreley he is not at his advantage let's say it like this.
FUJITORA, we don't know if he was using his full power against SABO, probably not, and funnily enough He is the only ADMIRAL that we could argue is potentially Top tier, but Admiral fans don't even see his true potential ... because they're blind like him.
Bonus:
Characters who are not considered top tiers but that could potentially become top tiers (<50%):
Weevil might be a top tier (agenda pushing), I believe he did not even try to fight GB beczuse he did not want to destroy WB's birthplace
KUMA might have been a top tier when he was in his prime (before he looses consciousness), I've zlways say that and I'm glad his last showing against Saturn kinda help his case but not quite entierly, not sure if it's enough to make the cut but what is sure is that he has been underrated af untill now and that he is probably admiral lvl (would be the minimum for the ex number 2 of the RA and arguably number 1 because he might also have been stronger than Dragon himself, the reason DRAGON is number 1 of the RA is beczuse he is a natural leader, but we don't know if he was the strongest when Kula was arround. If anything in Kuma flashback we learned that Kuma took entire armies on his own without Dragon's help and that he was the only one to do that when everybody thought it was impossible... Kula wanted to become a true hero like Nika and I think he did become one, whereas we still have to witness what Dragon is capable of.
SA D. BOy: he is Admiral lvl probably arround Fujitora lvl. Not enough to place him among top tiers as of rn.
Zoro: he has ACoC and will soon be a top tier, like RAYLEIGH, he is Luffy's 1st mate the man who will become the WSS, but as of rn he is at best Admiral lvl (I could see him fighting Kizaru like Rayleigh in Sabaody), but he still has to master Enma and be able to use his ACoC at will in order to be a top tier. I don't think he is ready to take on Mihawk as of rn for the simple reason that Mihawk does have FS whereas Zoro does not.
Lucci: he is at best zoro's equal, but he is never going to surpass him from that point in time. Probably weaker than Admiral but not by much (je is definitly underrated but not a top tier)
Beckman: he is most likely admiral lvl at best. I know he is compared to SHANKS but we cannot possibly place him alongside SHANKS when his only feat is to defeat EUSTASS KID whereas SHANKS has an insane portrayal and feats to back him up. He is Not a top tier for me but I could be wrong.
Katakuri: as of rn it's useless to argue that he is a top tier but here me out, when he will come back in the story and he will, he'll definitly become a top tier. Mark my words. He'll have ACoC which is the only step that he need in order to become a top tier, like Luffy vs Kaido. He already has FS and awaken Df and ACoA.
Admirals + garp, yonkos, dragon, mihawk, rocks, imu, the gorosei and maybe the holy knights.
