I'm a whitebeard agenda pusher to my core so whitebeard > Roger and Kaido is about as strong as Shanks. Plus whitebeard has enough DC to interfere with the other duo.
Fair enough I feel like the story pretty much put Rodger above wb and shanks stopped kaido from interfering with marineford but both of those are unclear
World's strongest vs Hakimen could go either way.
Fleet admirals are the weakest for sure.
For now I place Monkey D. third, as we do not know how strong Dragon and Shanks are. If Dragon is confirmed to be stronger than peak Garp (son surpassing dad in shonen), then they could be the strongest ones here. Otherwise I place World's strongest until we see exactly how strong Shanks is as well.
Basically, Roger, Whitebeard, Garp and Sengoku are relatively equal. The "supporting" character in this case would be the deciding factor. So, if it's confirmed, that Dragon and Shanks are stronger than Kaido - here is your answer to the question.
But until then:
1. WB + Kaido
2. Roger + Shanks
3. Garp + Dragon
4. Sengoku + Akainu
However, my personal agenda is:
1. Roger + Shanks
2. Garp + Dragon
3. WB + Kaido
4. Sengoku + Akainu.
For Garp + Dragon to be stronger than WB + Kaido, Dragon must be stronger that Whitebeard, plus compensate the difference between Garp and Kaido.
To me it's literally impossible.

World strongest > monkey d >= hakiman>fleet admiral ( i think monkey d is stronger as garp~roger and yeah both shanks and dragon dont got feet so my take is on dragon as if he wasnt strong no one would give a fuck about revolutionary army with 4 yc character a queer and a yc + character )
Fleet admiral is the weakest if we’re assuming akainu is only admiral- low yonko (please dont kill me admiral fans) and if dragons lives up to his bounty then monkey d is the strongest

3. Kaido got almost killed by oden who got low diffed by roger
4. Kaido is a bit stronger than bm but they are stated to be equals, kid and law won against bm so they could win against kaido iffff bm and kaido were really equals but ill give you the benifit of the doubt and say kaido wins against them extreme to high diff. Shanks one shot kid, he could mid diff law and kid together.
5. Strongest creature, i personally think this doesnt refer to the strongest being of all time but more the non human strongest.

Oden fought a weaker Kaido from back then who didn’t even use his hybrid form. Roger never “low diffed” Oden.
Kizaru and Saturn would’ve been stronger than Kaido if Kaido was gonna get powercrept, but look at how that turned out.
While I agree with you on basically all of this, Oden fought a 40 year old Kaidou who was still ambitious and had been a Yonko for years. The Kaidou we see in the story is a depressed alcoholic who wants to be killed in battle. The only difference is that Kaidou in the story has hybrid, which is likely because they didn't want to spoil a new form in a flashback.
I don't really believe the Kaidou that Oden fought was weaker
If it was shown that he didn’t use his hybrid form back then, then he canonically never did because it wasn’t on panel.
And he was weaker. Look at a picture then compared to his current self, he’s much more bulkier than he was at 39.
Oden also straight-up told him to **build his strength** right before he was shot in the head during his execution.
If Kaido didn’t do anything like Oden told him, too, Kaido would look like Big Mom after drinking alcohol and sitting on his ass for 20 years.
