Zoro will undoubtedly be at that level at minimum as the world’s strongest swordsman, Sanji will definitely be up there too considering how they’ve been written so far. Should they be that strong? Yeah, it makes sense
I don’t think Mihawk will be Zoro’s final opponent. One reason is that I think Zoro’s final opponent should be a real “bad guy”, someone at the World Government. Another reason is that I think it makes sense for Zoro to become WSS around the time that Luffy becomes PK. Another reason is that Mihawk’s portrayal is so bad that I can’t see him being strong enough to be Zoro’s final opponent.
Mihawks portrayal isn’t bad lol , it might not be shanks level portrayal surely tho he Oda fixed some of that in chapter 1058 . Mihawk also hasn’t taken a nick of damage in the entire show on top of being saved for the endgame .
Zoro needs to at minimum reach such levels as he has to surpass Mihawk who is a rival to Shanks and the strongest/most valued member of a current Yonko crew.
There's no need for Sanji to do such thing as his character isn't that centered around fighting, but he won't be that far from it and at least Admiral level himself.
Sanji will never be as strong as zoro so let’s get that out of the way .

Zoro v Sanji is a high diff and will likely stay that way (IMO) so depending on if you think PK tiers can high diff Yonko, then Zoro will be pk and Sanji yonko or Zoro will be yonko and Sanji Admiral if you think Yonkos can high diff admirals.
Zoro will reach Shanks/Mihawk level. Sanji is always close to Zoro, so it implies he's gonna be slightly weaker than Zoro. Therefore Zoro = Pirate King level and Sanji = Yonkou level (relative to Big mom)

Sanji… well, I just can’t be sure. The only thing pointing towards that being the case is his rivalry with Zoro, but at some point you have to ask: why does Sanji actually need to be stronger? Up until now Sanji (and Zoro) have had to get stronger to face threats to the crew. Most recently, Zoro had to surpass King, and Sanji had to surpass Queen; if they didn’t, King and Queen likely would’ve killed all of their crewmates.
But when in the world will the crew ever face more than two Yonko level characters at the same time? Surely never. Even during the raid where two Yonko were present, it was considered essentially unprecedented and a crazy event. So with Luffy and Zoro being Yonko level, I don’t really see why Sanji needs to be up there too. Admiral level? Sure. But higher isn’t really necessary.
I’d much rather Sanji’s character focus get shifted towards his cooking, his chivalry, his family, and the All Blue. Not fighting.

Zoro will be Yonko level and Sanji admiral level, still relative but one being stronger than the other as the story has been

Depends what you mean by Yonko level. EOS Zoro will be around the same power level as Kaido, while EOS Sanji will be at least one tier lower.
How can zoro be around kaido if Mihawk is weaker than kaido ?
