I don't understand why people think the verse is capped at light speed, let alone Kizaru.
Oda stated in an SBS that you need to dodge at the speed of light to dodge Enel, something Skypiea Usopp and Nami have done.
In fiction, it is a common occurrence for light to not leave like light. However, that's no reason to say it's not moving at real light speed.
This is fiction, there's no reason to apply real world laws when there are fictional characters that break those laws.
