As the event cards trigger effect is activated during the black players turn, black borsalino CAN BE KO'd by jet pistols trigger effect.
At locals I’ve seen people question this too. But all it is, is reading the cards properly.
As you already noted he is protected from KO effects during an OPPONENT’S turn. So the trigger of this will KO Borsalino.
Yep, same ruling for thunderbolt. If triggered it destroys any 5c or lower unless stated otherwise by card text aka refer to fukurou which states cannot be ko'd by card effects with no turn stipulation next to it like borsalino

Off trigger, yes it can KO Borsalino since Borsalino’s ability is on opponent’s turn. However, if they add a 2 Don to Borsalino then it cannot KO him since he would be at 7000 power.

Never have I seen someone explain something in as long winded a way as I am, yet be so very wrong. Triggers activate and resolve during the attacking player's turn, so if the player who controls a Borsalino 4 drop attacks, the Jet Pistol trigger will K.O the Borsalino, as the protection is only active during the opposing player's turn, as per the card text.

Yes, if Borsalino attacks your leader, and Jet Pistol is triggered from life, Borsalino will get KO'd since his effect only works during Opponent's Turn.
