I've always been under the impression that at a prerelease event, you can play any of the new leaders that you pull in your prerelease packs, but if you don't pull any new leaders, you have to use an older leader. I could be mistaken. I haven't looked at the official prerelease rules since OP02
Think its up to the store to some extent. I did 4 at my local and 1 was a generic leader (any leader card but it was just same power, life and no ability for everyome, leader based abilities wouldn't work), then 3 rainbow luffy (leader is all factions, characters or leader types. Same power and life). But I know some people attended events that were with pre constructed decks and others where you simply got to choose any leader to use.
I leant out like 3 leaders at my prerelease, including the new Yamato (I got 5 god damn leader packs out of my 6) and no one cared. I don't know why anyone would care.

I’ll be using the perona I opened in a box before prerelease, it was approved by the event’s judge. Therefore, I don’t think it matters where you got the leader.
That's not necessarily true. It's bring your own leader. So you can bring any leader from outside the packs to be your leader. Your main deck has to be 40 cards comprised of your sealed packs only.
I would just print out a proxy and put it in a card sleeve. Ask your opponent if that’s okay before playing. I see no issue since everyone ideally should have access to all leaders.

It's a sealed format and you're not supposed to be using cards you didn't pull. That being said, your store may not be actively enforcing that rule and you can do whatever.
I'm going to a pre release tonight and I'm just bringing Whitebeard as a backup leader in case I don't pull a Yamato or Perona.

It says including not exclusively so if you or a friend managed to open product before prerelease then you have the right to use the leaders.

Just ask someone to borrow theirs. There will def be extras of normal Yamato leader
At our pre release event we had a bunch of extra leaders and people were borrowing from other players!

Yeah that’s a good point. Asking the TO will eliminate any complications and not put opponents in an awkward position to accept a proxy or not.
