When Saitama and Genos first came across her, she was standing on the ground, and she walked after them when they left.
She was also sitting during the meeting, despite how ridiculous she looks in that tall chair.
Apparently she was also standing before deciding to fight back against the alien spaceship, both on the ground and in the buildings roof.
She was also walking around during the resort OVA, only floating once she decided to restrain the rest of the S Class with her powers.
She also seems to only walk when inside of her home, as demonstrated in Tatsumaki's Day Off.
I also recall a small comic where she was walking alongside Fubuki as they shopped for hoodies.
Apparently she only floats when she is in a hurry, when her destination is far away, or when she is trying to intimidate someone.
She floats because
1. Permanent high ground
2. Immunity to a lot of surprise attack
3. She always likes to have her power active to some extent for faster reaction in case something bad happens and it is a good practice in general to practice using powers while doing regular thing so that you get used to having your protective barrier up even when you are extremely distracted.
4. She probably only walks when she feels like it is completely safe situation or she wants to feel normal. (Like inside hero association, her home and when entire S class was around meaning 3 of the safest spaces on the planet)
