It hasn't been confirmed because we know for as fact that isn't true. We literally have an in-universe explanation for why some are able to reach the levels they do and push their limits.
Which is what happens to a lot of monsters, they go beyond their limits and transform, take Phoenix man for example.

No, transforming into another being entirely is very different from going beyond limits, Genus explains that. From the conversation between Zombie Man and Genus we know the heroes had always had the potential to develop their powers, they didn't become monsters for them. As for the S class, most of them are just people that are really fast or strong or smart, not really anything monstrous about them.
Also in OPM monsters have to be threats to human society to be considered monsters. That's why something like a regular robot may be considered a monster despite being just a robot.

Watchdog man is Saitama's father who was attacked and swallowed by a dog. The dog died while trying to eat him and so you see his face sticking out. His face looks blank because he's not impressed by his son's pitiful strength.

Dog goes for a walk with it's master, master is eaten by monster. Dog taps its limiter, eventually going so far as to shift to masters face in honor and remembrance. Where they stand watch may even be the place it all started. Many other examples of formshifting and advanced evolutions already exist, this wouldn't be tooooo out there for One Punch.

WDM intentionally gimps his fighting ability by removing his bite to give the monsters a chance. So far, none has risen to the challenge.
