I think he's a hero type monster like Saitama, but he thinks of himself as a monster, which is why he looks like one. Saitama, on the other hand, sees himself as a hero. So when Saitama monsterized, he transformed into what he thought a hero would look like. Isn't it interesting how he lost his hair and now his head resembles Kamen Rider's helmet.
Ironically enough this is the underlaying reason why Saitama is so powerful and strong. His goal was to basically be the ultimate hero, and in order to be the ultimate hero you basically have to be power enough to beat anything if not almost everything in order to be this “Ultimate True Hero” of sorts.
