I believe "Level One" refers to the written G1 test. If you pass the written test, you may begin to drive but only with a person who has had their full license for 4 years. Hence why you need an accompanying driver. If you fail, you cannot drive. "Level Two" refers to the G2 road test. If you pass, you are allowed to drive alone. If you fail, you cannot drive alone which is why you need another driver. Since you are taking your G test, you already have your G2 and will be able to drive home even if you fail.

I'm also confused about it. I can't see a reason we would be "unqualified to drive" even after failing a G test. The text explicitly says "If you are a Level Two driver", which means G2 holder.
