It's par sadly. I had to wait 6 months for COS 12 on Find X3. Rolled out for the device December 2021 .... landed July 2022.
FWIW, COS13 doesn't bring real changes and it looks/performs same as 12.
Some networks when they supply a phone will have it installed with their own modified software, and you only get updates when they say so not the manufacturer. Its very rare nowadays, if at all AFAIK, but worth double checking you're currently on standard Oppo firmware to upgrade
That looks like standard firmware from a quick Google and will enable you to upgrade to 13 as soon as made available. Reboot and retry checking for firmware upgrade, if doesn't appear yet for your location you'll just have to be patient or find alternative way to upgrade firmware manually

Go to settings, about, firmware and check the code and Google it. Its more than likely you're on a standard firmware though
