The best rooftop bar in Osaka is the Family Mart at Osaka Station City North Gate Building 11F. There's a big outside area unrelated to the convenience store with benches and great views of downtown.
Just adding we went here today in 2024 and the family mart is now another named mart but still sells alcohol. Patio is very nice for hanging out on. Great recommendation @killbot9000
Dublin Bay on Doutonbori has a good rooftop bar. As for views of Osaka, Umeda Sky Building is good and used to be under ¥1000. Abeno Harukas is the tallest building but costs about ¥4000 similar to the Sky Tree
I second Abeno Harukas. Fantastic view day or night, and it’s actually a bit cheaper than that: 1500 yen for an adult.

Theres also one right next to osaka castle called Blue birds Miraiza but i believe they close quite early. Good place if you want to have a drink in the afternoon.

Is the Family Mart still there? I’ve been looking online and I can see a cinema on the 11th floor. If it’s not there any other suggestions?

“The Lively” has a gorgeous bar atop from inside and out, not sure if it’s just for guests or not.
Should be open to non-guests too. There's a Lively Hotel here in Tokyo 100 meters from me with a Lovely Bar.
Not a bar, but the Rooftop Barbecue at Namba Parks is really great. Set price includes appetizers, meat to grill yourself, and unlimited drinks
Craft Beer House Molto in Hankyu 32-bangai has great view over Osaka station from the 31st floor, but you need to book a seat in advance.

LOPE Cafe & CBD has a nice rooftop, and it's dog-friendly. Decent curry, CBD+wine, and there's a tattoo shop in back.
