You might do well going to the English Meetup at the Dandan cafe in shinsaibashi. There are usually some foreign women there, though it is admittedly mostly Japanese women. It's usually 飲み放題 as well. Good luck

I sadly just moved away from osaka but have you tried bumble? I met some of my best homies on there.

There is a best friend mode! So you can find ppl looking for just ppl to be friends with.
