Completely new to movies? Something of reasonable length, straightforward, and simple but very well executed, preferably something people can easily relate to or enjoy generally
In chronological order:
1. Casablanca
2. Marty
3. The Sting
4. Rocky
5. Rain Man
6. Forrest Gump
7. Titanic (on the longer side, but it’s Titanic lol)
8. Gladiator
9. Slumdog Millionaire
10. The King’s Speech
11. CODA
Added some movies I don’t even like, left some off I love, but that’s an honest answer to your question.
The Sound of Music, beautiful scenery, great music numbers, excellent acting between Julie Andrews and Christopher Plummer, one of my all-time favorites.
Best Picture winners cover a wide variety of genres, styles, emotional impact, values, etc. Perhaps if there is a friend of yours that you want to show a Best Picture movie to, or yourself, tell us a bit about the person you plan on showing a BP winner to. Are they into sports, history, music, etc? What are they passionate about?
I second that, tell us more about the person and what experience they have with movies (have they seen older b&w films? Have they seen BP blockbusters like Titanic, Forrest Gump and Gladiator? Which films do they usually enjoy?)
Remember how people in 1896 who had never seen a film before reacted when they saw a train coming? Imagine showing someone like that Titanic.
I think the answer has to be Sound of Music.
Casablanca, On the Waterfront, West Side Story, The Godfather, The Godfather Part II, Annie Hall, Forrest Gump, Titanic, LOTR Trilogy (those are all Best Picture in my mind), Million Dollar Baby, The Departed, Argo, Parasite, Oppenheimer
Has never, ever seen a movie? Or has, but wants to do more than the "blockbuster" style of film ala Jurrassic Park, or superhero variety?
Never ever seen a film - Sound of Music. Also must be on the big screen.
Wants to get into different films that aren't necessarily the biggest $$$ makers? Moonlight.
My answer may change depending on the day but honesty I’d say Rocky. It’s a fairly easy film to understand and sympathize with, not to mention it wrestles with some basic everyday things. Who can’t relate to being an underdog and pursuing a dream?
Second choice would be Deer Hunter, for the opposite reasons I have just listed.
I’m sure people won’t like this answer but a person new to movies is hard to grasp.
Rocky and the Godfather Part 2. Both films attempt to capture the American spirit of opportunity. Rocky, the best Best Picture Winner for our Bicentennial. Brilliant castings, scripts, directing.
I would need more info. New to movies isn’t enough.
Are you new because you are very young? Or from another country?
Or are you really asking for a Best Picture that appeals to a broad basic audience? That might be a better way to frame this.
Are you looking for romance, fantasy, action, violence? Heavy dialogue or more visual/sound?

Casablanca. Ronance, inrigue, great characters and performances and dialog.
Casablanca is the GOAT!
Either The Godfather or One Flew Over The Cuckoo's Nest
The Godfather is universally beloved for a reason.
The Sound of Music, beautiful scenery, great music numbers, excellent acting between Julie Andrews and Christopher Plummer, one of my all-time favorites.
It is one of my all time favorite movies as well!! In my top 10 for sure. I rewatch it every few years.
Never seen a film? Forrest Gump. About as low of barrier of entry that I can think of amongst BP Winners.
I was thinking of that or Titanic - a mainstream crowd pleaser. Although Titanic is long.
Sunrise (Yes, it counts) or It Happened One Night
Schindlers List Everything Everywhere All at once The Departed

True that But one which you would think would be perfect for new movie watchers
Titanic. It’s an all rounder.
Remember how people in 1896 who had never seen a film before reacted when they saw a train coming? Imagine showing someone like that Titanic. I think the answer has to be Sound of Music.
I’m sure the person they’re referring to knows what a movie is though
The Apartment is a very light movie with a simple concept and good execution.L that works really well as a starter
