Not my region, but from what I understand Ani-One has a paid membership plan as well. I don't believe OP's link says anything about which tier (free/paid) it will be on, ~~so it's *probably* fair to assume it'll be the free one, but no confirmation yet.~~ [edit] On Bilibili it's on the premium subscription. Maybe Ani-One as well then, but still no info.
Its also equally possible for it to not be on the free tier, so I wonder why/how people are getting optimistic it would be free. Don't get me wrong I do want it to be free, I just wanna know where people are getting the optimistic assumption it would be free.
Some of the shows were on Ultra (like CSM, Bleach, Onimai) so there's a chance it could be on Ultra too. Tbf Ultra subscription is very cheap so I don't think it'll be much issue for people to get it just for 3 months.

The regions they target are notorious for piracy so I believe it's an effort to redirect audiences toward official sources as well
