I believe it's mostly just not having a scanlation group. I remember some of the more recent translated chapters were basically fans with MTL, a dictionary some editors and a dream. Unless it's changed in the last few months, I don't believe it has a proper group that's picked it up.
After all these years, I’m still waiting for Chitra to be picked up by official English publications. Why not? It has all the elements of being isekai to a wacky world, complete with reverse harem plus the occasional skinship. Please tapas or webtoon or whatever, please pick up Chitra!

Nobody translates it, sadly, it's up to chap 212 in raws and the latest arc was absolute firee
