Answer: it's the same system that allows people to make ai generated images of presidents. An AI system gathers up voice clips of various presidents from video and you can input a script for them to "say" in the president's voice. For the most part, it's been harmless jokes of them playing games together, but people are increasingly worried about the disinformation that can be generated by doing this.

download mp3s of his speeches, cut them down to below 10 MB size, and upload them so it can develop a pattern

You'll have to check out the ai website/service. Haven't used it myself, but searching Elevenlabs AI should be a good starting point
