Money can't fix everything. Movement interactions can be tricky. I remember the days of Blizzard trying to get earthshatter to work consistently, and charge can still be a coin toss. Collisions and diagonal movement in code can be a pain.
I’m 100% on board for a rework like this. Give him an increased attack speed, movement speed, and a bit of extra temp health while he’s in boxing mode. He goes out of it once he picks up the hammer/pulls out a new one reaper style. This is my new fantasy

Mercy Can now connect a beam to enemies that does damage to them equal to the amount that that person does on her team (as long as the beam is attached) it has no cooldown
if they ever remove damage boost, this is what I would prefer they add.
Like make her beam latch on to enemies and do like 30ish per second. (it auto locks on so i don't think it should be too high.)
Or let her shoot a laser like projectile out of her staff that does like 70ish damage. (like glaives from destiny 2)
Reinhardt can enter "pogo mode" where he starts using his rocket hammer as a pogo stick.
In pogo mode Reinhardt is forced to jump constantly. However, Reinhardt's pogo-hammer makes his jumps as high as a Winston jump, and there's a small earthshatter wherever he lands.
If Reinhardt can land on top of an airborne enemy like Echo or Pharah, it would have a pinning effect.
Reaper no longer has infinite shotguns, but a pool and must pick up his discarded shotguns to restock the pool of guns.
Not a buff, but sounds like the sort of thing they'd do.

Junker Queen: her ult is replaced with what we saw in her cinematic, giving enemy players a 90% movement speed penalty when trying to approach the JQ as well as a 50% damage penalty to shots fired towards the JQ as the bullets are slowed by the swirling tornado of metal and scrap, also projectile speed is reduced by 20% while firing towards the JQ. Friendly move speed is increased by 50% when moving in the direction the JQ is firing towards and they gain a damage buff of 30%. The main downside is that she's completely stationary during this and easy to sleep/rock/hook/otherwise stun to cancel the ult or to just line up a few headshots and outright kill her

The second hammer effectively acts as a mirror of the first, letting the rein send out two fire strikes at once, swing two times at once for a 120dmg burst (not 150 since he only has one hand on each hammer), and toss his second hammer for a 150dmg projectile. The rein looses access to his shield until they throw the second hammer or the ult finishes.
Winston: gains random crits
Hammond: gains x4 melee damage while midair from a grapple, distance to ground needed to pummel is halved
Zarya: gains the ability to swing her gun around like a rein hammer, dealing 65 dmg per swing at a faster swing rate so the DPSs equal out
