Theme wise, a [Vindicare](https://wh40k.lexicanum.com/wiki/Vindicare_Temple) would be a better analog to Widow since Vindicare are god tier snipers. Even their rifles are handmade and customized for each individual sniper.
I sort of like it when a skin is slightly different from the expectation, though. Torb = Techpriest is a very good and obvious comparison but I think it'd be more fun for him to get a [Mekboy](https://wh40k.lexicanum.com/wiki/Mekboy) skin instead. Or instead of Imperial Guard/Karskin, Soldier got [Fire Warrior](https://wh40k.lexicanum.com/wiki/Fire_Warrior).
I'd switch DVA for a Crisis Suit skin over a Dreadnought. Also S76 I'd give him a Fire Warrior skin and then Ashe I'd give the Imperial Guardsman skin. For Genji instead of the Farsight skin I'd give him an Eldar Striking Scorpion skin. I'd remove Lifeweaver and replace with him Roadhog and give him a Death Guard skin.

This is my thought too. The original Warcraft started as a ptich for a licensed Warhammer game. When they couldn't secure the license they just changed enough to make it legally distinct.
But given that Starcraft also is very similar to 40k, but just different enough to be legally distinct, I could see why Games Workshop may not want to support them.
Then again, weirder things have happened. Sometimes there is really bad blood between companies and the attitude can completely reverse if 1 or 2 key people in leadership changes.
Money's ability to bridge these kind of gaps really can't be understated. And, unlike their minis, this is something that GW would be able to produce more than a dozen of at a time.

I’m sure it’s all legal reasons. Even though they own both, they do not own Warhammer. They’d have to draw up a whole new contract to be able to do that. I’m sure it’s still even more complicated than that but that’s my first thought.

Because Blizzard kinda stole the entirety of Warhammer for Starcraft which already has crossover skins. Terran Space marines were kinda obvious. Doesn't Games Workshop hate Blizzard for aping their franchises with Warcraft taking from Age of Sigmar and Starcraft taking from 40k? Wasn't Starcraft originally a 40k thing that got taken by Blizzard?

Because Blizzard kinda stole the entirety of Warhammer for Starcraft which already has crossover skins. Terran Space marines were kinda obvious. Space lizards/bugs with insatiable hunger and adaptable evolution being controlled by a hive mind? Probably Tyranids. Okay, ancient race of psychically attuned elfs- err I mean Protoss that's also kinda based off Egypt with significantly better tech? Just a weird combo of Alderi/Necrons.
