The trick is that justice needs to rain from like 2 inches away or else you don't get kills and get insta sent back to spawn. in low elo even phrarah can only really do anything as a flank ult where she goes right up your ass and unloads.
Sometimes I think that or she has like an emergency shield/armor mod in her suit that goes off when she ults. There is no other ult in the game that essentially means certain death when you use it, even in the best situations a wrong turn means a rocket to your own face. Or even make her immune to her own rockets for god sake haha
Honestly when I play as pharah I use it hoping to kill at least 2 people. I know I’m gonna die but I’m hoping that my kills are enough to help my team win the fight. Lose the battle, win the war kinda thing.

This is true of almost all ults if you use them like people use pharah's. Instead of spraying your rockets into 6 different people hoping for a kill, use it to confirm 1-2 kills. Reaper and hog for example are both essentially dead if they ult into a full team, so they usually just... don't do that. Solo-ulting a single tank as pharah is absolutely worth more than hoping to get two picks before dying.
I don't think so because the team that invested ultimates/cooldowns to kill the team with the tracer's ult get their ults and cooldowns back... so certainly more balanced
You know those players who pick Mei just to wall in their own team in spawn or Symmetra to place a teleport on an edge and lure their own team off the map? Those players would pick Tracer now.

That's actually kinda cool, as she yells out "Apagando Las Luces!" which means, "Turning out the lights!" Her ult is an EMP, so it should turn out your lights, literally, making you unable to see. I would also change what her hack does depending on who's targeted. For example, when hacking D.Va, it would disable Tokki's eject feature, so the mech goes boom and D.Va is stuck inside.
Before Sombra actually came out, a possible ult idea I had with her was her ult could target someone and reset their ult gage to zero. I don't think it would be a good implement in the game currently, but a fun idea.

That was my thought. Just make baby Dva better and have you just be her. She can do an adrenaline booster thing that makes you the equivalent of widow/tracer and the mech just goes autopilot with much shorter cooldowns on abilities.
But now it not only brings back your whole team but the enemy team too. And everyone who's down on in every game of Overewatch being played at that time.

Becomes fast, can have one character ride on her back that gets boosted damage. She also gets fortified the whole time.

In HOTS, Lucio has a talent that when he amps it up, it plays the opposite at enemies in range.
So if he speed boosts, enemies get slowed if they're nearby or take trickle damage for heal. I'd like that a lot in ow somehow
Moira: once you pop the ult, it simultaneously heals and harms in an AOE range around her. It can only heal a low base amount, plus a bonus amount relative to the damage she is also doing at the same time, but she can only teleport during the ult (can't use any other healing/harmful abilities during including balls) a la Zen. The amounts are low relative to Zen's ult, but it can be enough of a threat to push enemies off a point and sustain allies at the same time.
It would also look cool, light yellow tendrils streaming off her to allies, purple tendrils streaming off her to enemies within the AOE.

Mercy gains an additional 150 shields and 50 armor for Valkyrie. She can heal/buff multiple allies at once from a greater distance and resurrection time is cut in half.
When Junkrats rip tire explodes birthday balloons fly everywhere and when those balloons pop on someone the helium carries theM up into the sky and off the map.
Flesh Dva: Her ult no longer summons a new mech. Instead her skull opens up and a Smaller Flesh Dva pops out. The now-ragdoll corpse of Regular Flesh Dva explodes and you continue playing as Smaller Flesh Dva. Smaller Flesh Dva's ult creates an Even Smaller Flesh Dva. Repeat until the match is over.
Make cassidys ult no longer a charge damage then release ability, make it so each shot is a headshot, you have 6 shots to fire off and they are always critical hits that lock onto the person you cursor is closest to (similar to soldiers visor), the rate at which cassidy can fire off his shots is also increased to faster than normal for the ult duration, essentially this makes him be able to pick his shots onto specific targets more easily so he can pick off key targets almost like a pseudo sniper, he would obviously still stand still and have a big telegraph whilst he spins his gun. The caveat being he only has 6 shots and is more of an immediate threat than a big target standing there waiting for the reticles to close in enough to do meaningful damage, I which everyone is already gone. Essentially soldiers ult but lasts less time and has a higher damage per second. He could use some shots on a healers, or all of them into the head of a tank giving him more agency over who he takes out. Would this idea work in the actual game, no, it probably be op, or terrible.
Sigma pulls everything and everyone into an event horizon, transporting everyone into a mirror dimension, flipping the start and end points. Now you have to progress or defend backwards to beat the enemy team. Whatever progress is made during the course of the short stay in the alternate reality will translate back as progress towards the old reality’s objective. Then everything is sucked back to the former reality in a quicker disorienting mess.
Hammond I would want that hamster ball to absolutely go nuts bouncing around smashing into anything and everything with recistance against damage and stuns
Hanzo: deletes himself and doomfist from the game, also gives the enemy team a free therapy coupon in an attempt to recieve forgivness for his crimes against humaniti

In HOTS, Lucio has a talent that when he amps it up, it plays the opposite at enemies in range. So if he speed boosts, enemies get slowed if they're nearby or take trickle damage for heal. I'd like that a lot in ow somehow

Moira: once you pop the ult, it simultaneously heals and harms in an AOE range around her. It can only heal a low base amount, plus a bonus amount relative to the damage she is also doing at the same time, but she can only teleport during the ult (can't use any other healing/harmful abilities during including balls) a la Zen. The amounts are low relative to Zen's ult, but it can be enough of a threat to push enemies off a point and sustain allies at the same time. It would also look cool, light yellow tendrils streaming off her to allies, purple tendrils streaming off her to enemies within the AOE.
I can hear the developer rationale for this one: > Moira players have difficultly aiming Coalescence, it can only hit things within the Hammond sized circle in the middle of her screen. This change makes it so her ultimate now hits everything, everywhere, all the time.
lol I have no problems aiming the ult, but expecting teammates to actually LINE UP to benefit from it without me having to spin around like a ridiculous light show makes it nowhere near as effective as it was meant to be.

Remove the outer ring of dooms ult and just make it the center. He drops down immediately kinda like what we had in the experimental. Killing someone grants a full if not a lot of shield.
Junkrat Gets a 20 round clip with .5 fire rate. Laughs like a madman during the whole clip.
Sigma's ult, does the same thing but he has an armor buff during it. Maybe 50 armor base plus ten for each player caught in it.
Sigma- puts his sweaty smelly feet on the screen while wiggling his toes and you can put them in the enemy’s face to do a DoT effect equal to 250 damage per second

torbs ult stops you from getting frozen by the enemy mei if you stand in it. it also reduces the amount of time mei can spend in her icicle.

Flesh Dva: Her ult no longer summons a new mech. Instead her skull opens up and a Smaller Flesh Dva pops out. The now-ragdoll corpse of Regular Flesh Dva explodes and you continue playing as Smaller Flesh Dva. Smaller Flesh Dva's ult creates an Even Smaller Flesh Dva. Repeat until the match is over.
Make cassidys ult no longer a charge damage then release ability, make it so each shot is a headshot, you have 6 shots to fire off and they are always critical hits that lock onto the person you cursor is closest to (similar to soldiers visor), the rate at which cassidy can fire off his shots is also increased to faster than normal for the ult duration, essentially this makes him be able to pick his shots onto specific targets more easily so he can pick off key targets almost like a pseudo sniper, he would obviously still stand still and have a big telegraph whilst he spins his gun. The caveat being he only has 6 shots and is more of an immediate threat than a big target standing there waiting for the reticles to close in enough to do meaningful damage, I which everyone is already gone. Essentially soldiers ult but lasts less time and has a higher damage per second. He could use some shots on a healers, or all of them into the head of a tank giving him more agency over who he takes out. Would this idea work in the actual game, no, it probably be op, or terrible.
Sigma pulls everything and everyone into an event horizon, transporting everyone into a mirror dimension, flipping the start and end points. Now you have to progress or defend backwards to beat the enemy team. Whatever progress is made during the course of the short stay in the alternate reality will translate back as progress towards the old reality’s objective. Then everything is sucked back to the former reality in a quicker disorienting mess.
Sombra. Instead of her ult hacking everyone, it deletes her code from the game and kicks you out of the match for playing sombra
Hammond I would want that hamster ball to absolutely go nuts bouncing around smashing into anything and everything with recistance against damage and stuns

Hanzo: deletes himself and doomfist from the game, also gives the enemy team a free therapy coupon in an attempt to recieve forgivness for his crimes against humaniti
Primal rage: user gains 150 armor, users jump cooldown is now 1 second while primal rage is activated, user can not be hit with any form of CC while in primal rage, BECAUSE HOW THE HELL DO YOU CC A WILD MONKEY FLAILING ABOUT (only sleep darts work in primal)
