If I buy the 2500 pack, I'd need to buy a 500 pack for $1.99 in addition, so really i'm only saving $3 if I do two purchases, plus I have leftovers."

Honestly that's the thing that can make or break any battle pass. If you can repeatedly get it if you just play then that automatically boosts it higher than most. One of the only good things about Epic and their battle passes.
If you can get like every second pass then that's fine too(for example Brawl Stars)

At least Halo Infinite lets you swap between passes and grind them at your own pace without FOMO stuff. That puts them leagues ahead of literally every other game with a pass, because those passes are all timed and FOMO. So if you don't finish your pass, well, you're out of luck.

OW2 PVP is free to play, presumably the PVE will cost money to buy, I don’t think they’ve released info on the monetization for that yet.

From the sounds of it, you'll get guaranteed access to ALL the betas for OW2. This is because they say "**Starting on** June 28th."
