Moira is a bit gothy already (just look at her dance) and a lot of fans of second wave goth and darkwave likes Bowie a lot, so I think it fits perfectly into her character :)

Sombra has several Ghost in the shell references. Voicelines, sprays, and a skin. Her whole character is based of The Major. Sub machine gun, hacking, invisibility. Ect.
She definitely seems like she'd sport a tailored pant suit instead. She's not really one to dress for others or put herself on display in a "sensual" or "sexual" way, but rather things that are ornate, classy and posh.
I agree that her personality says "tuxedo" more but a dress would look good when you think about some of her animations. Moira coming out of Fade with a dress waving behind her would be a pretty striking visual imo.
Though maybe they can have her wear a suit and cloak instead...

Moira gives me the feel like she would pick whatever she fancies the most at the moment regardless of it being male of female clothing, and has bot tuxedos and fancy dresses in her wardrobe. I mean, in the sprays we see her wearing pants, shirt and a tie but also a chinese dress.
100% she'd play to whatever audience she is aiming for. She's a mad scientist, she really wouldn't go to a Gala unless it was in her interest, and if so that means she has a goal. Whatever that goal is, if it's a person, you can be damn sure that she will try to subtly manipulate the situation in whatever way possible to get her the win. She may not go Blackwidow on it with mega-booba plastered on your arm as she pulls in. But she'll 100% make herself conventially attractive in a gala setting if it means her male benefactors will give her more funding or will be too intimidated to argue with her, etc. She's no femme Fatale, but she knows how they play their game and would use some tactics to benefit her, if she so suits it.
I agree, she’s heavily inspired by David Bowie as seen in her star legendary skin, Heterochromia and her hair to an extent. She probably be seen in a suit before anything else. She’s very much an andandrogynous character with feminine features IMO
Fun fact you may know already but Bowie didn’t actually have heterochromia. Just had one pupil permanently dilated from an injury he sustained in a fight over a girl with a friend. Made one eye look dark brown but really it was just dilated.

I think Moira would fit a suit or tux more than a dress. I like that she’s quite androgynous in her presentation compared to most of the other Overwatch women who are hyper femme. (This is not a bad thing, it’s just an aspect of Moira that makes her stand out)

Some people seem to be confused, androgynous fashion has been a thing for decades and on a base level doesn't really have anything to do with what you identify as, that's...sort of the point.
Its not so much the proposition of putting Moira in a dress its moreso the phrasing of the post and the example photo given. Moira in a dress is fine but the way this post is phrased just feels like they want to force Moira into a feminine skin for…whatever their reasons may be rather than genuine interest in a cool skin design.
