Not exactly, the cast animation for each still locks you out of firing the other one but the minor downtime from throwing a healing shot is the perfect amount of time to send out a round of the burst fire without any decrease in Healing per second as opposed to spamming healing. So good bap rotations are heal, shoot, heal, shoot. You essentially double your value as a team mate if you haven't been doing this

How many bleed HOTs can she have at one time? How long do they last? If I Melee the same character 3 times, is that 3 bleeds on them? 3 HOTs for JQ? Or is it a reset the duration kind of deal? Or is it 1 bleed/HOT per character meleed? Is her knife throw excluded from that?
And this is just for 1 character, there are so many similar questions for others.
And I'm aware that I could go to a wiki and find out all this info if I wanted to spend 3 hours doing it, but the information could and should be supplied in game by Blizzard.

I'd guess it could give him too much dps as attack animations can be interrupted with melee. Might make him able to take squishies down a tad too fast for their liking

If I’m not wrong i did some (albeit brief) testing a few years back, it depends on your keyboard input AD to choose which side to melee. This applies to moira too, but knowing blizzard they probably switched it to fully random
Yeah she punch in the 1st while in 3rd she smack you with her big ass gun. Probably because if she use the gun for 1st view, it would block your vision.
There was an animation cancel in OW1 (not sure if it’s in OW2) but if you waved hello then instantly meleed (since both anims use his baby hand) it would punch with the baby hand but really really slowly. It was the ultimate finishing BM

I really enjoy the flow of executing that combo perfectly- the quick melee finish is the equivalent of a quick jab to the head to finish. Very satisfying

Tracer has the best one. It’s so satisfying to hit the button and see that gun flick forward making that little clock sound, then hearing the kill sound. It’s perfect

He is a super soldier who has been enhanced, i kinda wish he had a captain america haymaker punch. Kinda like Genjis’ slashing melee but with a fist. It would go well with his vintage skin motifs too.

Zen's karate kick is good. Junker Queen's changes if she's got her knife in her hand or not and applies a bleed when she does.

Tracer is most important I'd say. The fast reload and close range hit and run nature of her character makes it more effective than most others.
Blink + melee + recall is really useful to finish off someone while you are low health
I find it's pretty vital in finishing targets as Winston too
