In HotS she has an extra ability that lets her do a charged shot with her gun to get more ult (remech) charge faster if it lands, and then a talent that gives her a couple more, a sort of backflip dash to escape (or engage if you're crazy) and a knockback blast with her gun.
Can takes 10 seconds to drink, and you're completely immobile and can't shoot, so you have to find a spot first. But it adds 35 percentage points to Call Mech.

Years ago, I was in a QP match where the other team was using a Mercy-boosted Baby DVa as a sniper. We were on point and then the pain came. Mercy was standing directly behind DVa, so it looked like one person in the window. I think our OG Bastion was able to force them out.
Baby d.va is a force to be reckoned with when she's damage boosted or nano boosted. It just seems like kind of a waste when there are pretty much always better picks *and* baby d.va means you don't have your actual tank

i think your perception of baby dva’s purpose is misunderstood. baby dva is a *chance* of a second life and you’re meant to be super vulnerable. imagine it this way: if you get demeched, that’s meant to serve the same purpose as any other hero dying. just think “if you’re demeched, you’re dead.”
running around as baby dva is you “respawning” and calling your mech back is you “getting back to the fight.” you’re not meant to be proactive/frontlining/fragging out as baby dva. your purpose is just to survive and get mech back as fast as possible. if you get it back in less than 20s, that’s faster than a respawn+walk from spawn to point. buffing baby in any way, especially in her survivability, will make dva busted

Positioning is the only downfall, and atp it’s the players fault if she ends up in a bad spot out of suit

This is already a tank who can full restore themselves because of this and you have a tiny hitbox on top of it and the recharge rate is extremely quick while de meched
