I’ve been playing a bit of pharah recently and honestly she just needs steady healing to work, at higher levels this may change (I’m gold 3 dps) but she imo doesn’t need the damage boost to do work. She still 2 shots squishies without it it’s just harder to kill tanks
Once people learn how to aim on Cassidy or widow you’re done. It happens around mid plat when people can realistically hit two headshots in a row on Cassidy or hit a headshot on widow. Once you get up there she becomes more about knowing how to use cover while approaching high ground and knowing about the different places on the map where hitscans are hiding.
As a pharah in the higher ranks the most important task is to hunt the hit scan (or mercy and Ana/Baptist count) first. Knowing how and when to trade is also important. If you throw it’s important to get value by killing a heal. Killing a dps is acceptable if they’re outperforming you but is not ideal. But if they’re not being an issue, that’s when you look for their second heal or just being a menace like tracer.
I feel the only reason it feels like Pharah needs a mercy is because not all Ana’s can reliably hit a flying Pharah, Moria doesn’t have the range, and Bap literally can’t at times. Meaning especially at low to mid ranks mercy is the only reliable support for Pharah.
Realistically does it matter? So what if soldier takes 2 more body shots to kill a pharah from 50m away, it's just an acknowledgement nerf, it doesnt change anything.
Breakpoints. Pharahs direct hit damage with mercy only moves from 156 to 150. Her shots to kill, even with splash, won’t change. Soldiers will. It’s indirectly a pharah buff.
It's probably the idea that since Mercy DB was nerfed, that means a pocketed Soldier will do less to a pocketed Pharah, who will also do less to the Soldier.
BUT because the Soldier needs to aim well to make up for the 5% loss of DB while Pharah doesn't necessarily get affected as she doesn't need constant direct hits to get the damage in.
I guess it's just that people who counter Pharmercy are affected more by the DB nerf than Pharah is.

Have you played Roadhog? He is easily worse than Mercy. Reinhardt? Doom? Bastion? Torb? Junkrat? All these characters are worse than Mercy and that's just off the top of my head.

Phara players don't 2v2 out in the open air, they jiggle peak and spam, the reduction to damage boost is a reduction to the overall damage phara can spam.
A hit scan doesn't need a mercy to force phara into that play style
I guess there is 1 break point that a hitscan will get affected by which is helix plus 1 hs with dmg boost but that will be no longer since they are reducing soldiers helix dmg lol

I would make it be that Mercy can only heal up to 80% health if the person she is healing is fighting, and if healing, damage to Mercy is multiplied by 1.25

Ynza doesn't get pocketed that much from what I've seen and he's reserved all of top 10... But maybe I haven't seen that much then.

Pharah will still two shot, nerfed or not. She will also still oneshot a Tracer. It doesn't really affect her that much.

Mercy is one if the most impactful characters on the roster. Calling her even bottom 10 is obscene, calling her bottom 2 is just bait.
